Description
The Naval Oceanographic Office, Stennis Space Center, MS intends to solicit and award, on a full and open competitive basis, a firm fixed-price Indefinite Delivery, Requirements type contract for the purchase of Moving Vessel Profiler (MVP) Systems, to include required operational components, spare and replacement parts, including system components and world wide field support. The North American Industry Classification system (NAICS) Code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with the business size standard of 500 employees. The SIC code is 3825 and the FSC is 6625. Proposals are being solicited on a Brand Name or Equal basis, in accordance with the requirements set forth in the Salient Characteristics that are being provided with solicitation. Required systems are to be installed and operated on NAVOCEANO TAGS-60 Survey Ships and Hydrographic Survey Launches (HSLs). The anticipated contract period is 5 years: 1 12 month base period, with four 12 month option periods. Estimated quantities, over the entire contract period are - MVP System for TAGS-60 Ships, Odim Brook Ocean Model MVP 300 or equal with required system operational components, spare and replacement parts and world-wide field support - QTY 5 Each; MVP System for HSL, Odim Brook Ocean Model MVP 30 or equal with required system operational components, spare and replacement parts and field support. The system for TAGS-60 Ships shall provide fully functional operation at vessel speeds up to 12 knots. It shall be capable of achieving minimum cast depths of 300m at that speed, increasing to 3400m depth at 0 knots. The system shall be designed for and support reliable and continuous high-cycle-rate (up to 20 casts/hr) operation without performance or long term equipment degradation. SVP and CTD data will be collected and logged with required accuracy and data rates. The system for HSLs shall be capable of achieving SVP cast depths of 30m at a vessel speed of 12kts, increasing to 125m at 0kts. The system shall be designed for and support reliable and continuous high-cycle-rate (up to 20 casts/hr) operation without performance or long term equipment degradation. SVP data will be collected and logged with required accuracy and data rates. This action will be conducted in accordance with FAR Part 12 - Acquisition of Commercial Items and FAR Part 13.5 - Test Program for Certain Commercial Items. The solicitation number is N62306-11-Q-2000. It is anticipated that the solicitation will be issued on/about 22 Oct 2010 and will be posted to the Navy Electronic Commerce On-line (NECO) website at https://www.neco.navy.mil/., with proposals being due within approximately 3 weeks after issue. This contract will be awarded on an all-or-none basis. Interested parties should independently review the referenced web link frequently for updates to any/all documents. Potential offerors are responsible for download of the solicitation and/or amendments (if any). Paper copies of the solicitation will not be issued. All contractors submitting bids, quotes, or proposals on DOD solicitations must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and Wide Area Work Flow at https://wawf.eb.mil prior to award of the contract.
