Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Army Research Institute Environmental Medicne (ARIEM) intends to award a firm fixed price purchase order on a sole source basis to: Life Support Technologies, Inc Mt. Vernon, NY 10550VA. 20191-3415, for the following items. Perform O2 & CO2 Analyzer System Design and Engineering Provide Materials for Construction of Analyzer System Perform Construction and Testing of Analyzer Manifold System at Contractor's plant Perform Engineering Review at USARIEM and Provide Final Site Plan for the Installation of the System Perform Installation, Setup of Analyzers and Manifold System and Acceptance Testing at a several Altitudes up to 30,000 Feet Provide Optional Quick Disconnect Capability for all System Components, Check Valves, Solenoids, Air Filters and Additional Items for quick change capability THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1)FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements These analyzers are needed for the monitoring of oxygen and carbon dioxide in the atmosphere within the hypobaric chambers for Human Occupant Safety in these chambers. These Oxygen & Carbon Dioxide values are part of the constant and recorded computerized data acquisition system for these chambers and require 4-20ma outputs. Most gas analyzer manufacturers outputs are 0-5V and their analyzer s cannot easily measure gases from a negative pressure atmospheres to standard pressure. The devices must not require constant calibration and have a reasonable resolution around normal values. Since most hyperbaric and hypobaric chamber have service company in the area. We have used one such company for hypobaric instrumentation work in the past and this vendor was recommended. Amron Intl. supplies the majority of the O2 and CO2 devices for hyperbaric and hypobaric chambers. 2) Nature and description of the supplies or services required to meet the agencys needs: CO2 analyzer 0-1%, oxygen analyzer 0-100%, (4 to 20 ma output range) 2)A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): These devices are supported by the company in the future, and have the proper outputs for our data acquisition system (4-20ma) and are used by the installation engineering company in all of the hyperbaric and hypobaric chambers they service in the continental US. The analyzers hold a calibration for up to 30 days when used daily or intermittently. 3) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Goggle search for O2 and CO2 analyzer manufacturers for use in non clinical situations and received two local area companies. Contacted one in Cumberland R.I. and Lexington, MA they both did not feel comfortable in selling us analyzer for that type of application. The original vendor Teledyne Inst. does not have a CO2 analyzer but does have an O2 analyzer for possible usage in this application. I do not want two different companies providing measurements and possible different technologies for this critical human safety application. 5) Any other facts supporting the use of other than full and open competition: None 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: greg.n.wilson@us.army.mil no later than 8:00 a.m. on October 12, 2010.
