TARAWA TERRACE I PRIMARY SCHOOL, REPLACE SCHOOL (BY ADDITION TO TARAWA TERRACE II ES) NAICS Code: 236220 Contract # N62470-10-R-2041 Contract Type; Design Build Estimated Target Award Amount: $14,400,000 Target Award Date: May 2011 Response Due: 10/20/2010 Category: Y Description THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE IS NOT A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Atlantic is seeking eligible business firms capable of performing Design Build construction services for a Primary School at Camp Lejeune, North Carolina area as follows: Primary Facilities: The Tarawa Terrace I Primary School (TTI) built in 1967 is outdated, in poor condition and does not meet the latest design and construction standards. Tarawa Terrace II Elementary School (TTII) was built in 2001 and is on a site directly west of TTI and is in good condition. In lieu of replacing TTI with a new facility, it has been determined that an addition to TTII will best accommodate the 300 students from TTI. Construct a 44,276 SF addition to the existing TT II Elementary School on Camp Lejeune, North Carolina to serve Pre-K through 1st Grade students that currently attend TTI Primary School and subsequently demolish TTI Primary School. The reinforced concrete/steel elementary school addition will include general purpose classrooms, a gymnasium, special education classrooms, and increases to support areas to accommodate the additional enrollment. The scope will include changes to the utilities and advanced communications systems to support technology requirements as well as general communications. New site amenities will include additional parking and access drives, a secondary drop-off with covered walkway, playgrounds, hard court, signage, fencing, landscaping, security lighting and service/equipment yards with screen walls. These facilities shall be designed in accordance with DoDEA Education Facilities Specifications, AT/FP standards, Americans with Disabilities Act Accessibility Guidelines, National Fire Protection Association Life Safety Code, Standards of Seismic Safety for Federally Owned Buildings, and energy conservation standards. Sustainable design principles will be included in the design and construction of the project in accordance with the Energy Policy Act of 2005. In addition, there will be modifications to the existing building which will include replacing all of the existing windows and connections; 30 additional teacher mailboxes; a physical connection to the existing building at the north side; a physical connection to the existing building at the end of the east wing which will require replacement of existing double doors and the replacement of the existing fire alarm system with a mass notification/fire alarm system and extension of Data/Tel/PA to the new building from the existing building. This project will also include the demolition of existing buildings TT60 (19,132 SF), TT60A (4,183 SF), TT60B (4183 SF), TT60C (4,193 SF), TT60D (4,203 SF), TT60E (4,203 SF), TT60F (126 SF), TT60G (63 SF), and TT60H (63 SF) giving a total of 40,349 SF. The estimated target award amount for this project is $14.4 million. All service-disabled veteran-owned small businesses, certified HUBZone, small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than May 2011. The appropriate NAICS Codes is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar size (value), scope (institutional building construction including construction of Primary and Other Schools) and complexity (design/build projects) within the last five years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $14,400,000, DUNS number, CAGE Code, and statement regarding small business designation and status. RESPONSES ARE DUE ON WEDNESDAY 20 October 2010 by 2:00 PM. LATE RESPONSES WILL NOT BE ACCEPTED.
