Description
This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-bid-build construction contract for two new facilities - P444 Training and Simulator Facility and P454 Hangar Facility, all in support of the F35B Joint Strike Fighter at Marine Corps Air Station Beaufort, SC. The training and simulator center will support training of approximately 78 pilots per year in the flight operation and combat employment of the F35B. Construction areas include training classrooms, briefing and debriefing rooms, flight simulator spaces, network equipment rooms, break rooms, faculty offices, administrative offices, restrooms, and mechanical and electrical rooms. Construction will generally consist of steel framing, an insulated concrete formed wall system on vibrocompacted stone columns, interior CMU walls furred with gypsum wallboard, and a sloped photovoltaic roof. Site improvements will include utility connections, paving, site lighting, sidewalks and landscaping. The hangar facility will be multi-story aircraft hangar which consists of aircraft maintenance bay, shop, and administrative areas, data network areas, pilot brief and debrief rooms, restrooms, and mechanical and electrical rooms. An aircraft concrete parking ramp will be constructed. Construction of the hangar will generally consist of steel framing, bridge cranes and supporting structures, a double width split-faced concrete masonry unit (CMU) wall system on concrete pile foundations, interior CMU walls furred with gypsum wallboard, and a sloped metal roof. Site improvements will include utility connections, a paved access road, privately owned vehicle parking, site lighting, sidewalks and landscaping. The project will conform to anti-terrorism/force protection standards and follow LEED and Federal Energy Act. The solicitation will be available at this site no earlier than 23 October 2010. This is a negotiated procurement utilizing best value trade-off source selection procedures that consists of the submission of technical and price proposals. The NAICS Code is 236220 with a small business size standard of $33,500,000. The estimated cost: $30,000,000 to $40,000,000-P444 Training and Simulator Facility The estimated cost: $30,000,000 to $40,000,000-P454 Training Hangar Contract award is anticipated on or around March 2011. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. A Pre-Proposal Conference and Site Visit will be held approximately 10-14 days after the solicitation is released (exact date and time will be specified in the solicitation). Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation).
