Statement of Work National Physical Security (NPS) Information/Industry Day Request for Information (RFI) Number: DJMS-11-NPS-I-0001 Agency: United States Marshals Service Office: Judicial Security Division Location: Office of Security Contracts ALL INTERESTED PARTIES ARE ENCOURAGED TO READ THIS ENTIRE POSTING. THIS ANNOUNCEMENT IS ISSUED SOLELY FOR INFORMATION AND PROGRAM PLANNING PURPOSES. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. ANY INFORMATION PROVIDED DOES NOT CONSTITUTE A PROPOSAL, BUT WILL BE CONSIDERED AN EXCHANGE OF INFORMATION AND IDEAS. THE GOVERNMENT WILL NOT REIMBURSE INTERESTED SOURCES OR RESPONDERS TO THIS NOTICE OR DOCUMENTS POSTED UNDER THIS ANNOUNCEMENT, FOR ANY COSTS INCURRED IN RESPONDING, OR FOR SUBSEQUENT EXCHANGES OF INFORMATION. The Judicial Security Division, Office of Security Contracts has begun planning for a follow-on National Physical Security Services (NPS) contract. The Program and Procurement Office would like to explain to industry our current program status and program plans for the requirement. The Government is interested in learning more about industry capabilities and approaches in support of this important program. An Information/Industry Day will be held at 1750 Crystal Drive, 4th Floor Main Conference Room, Arlington VA 22202, on Thursday October 28th, 2010 with a general session for all participants. Two sessions are planned, one beginning at 9:00 am, and a second session beginning at 1:00 pm. Participation is limited to one session. We expect the program to last no longer than 3 hours. The purpose of this event is to facilitate an exchange between the Government and Industry on the NPS program and requirements, and preferred contracting approaches for the services described in the attached Draft Statement of Work (SOW). The Government is requesting feedback in the following areas for consideration during acquisition planning: (1) enhance competition and provide business opportunities; (2) determine the contract method, Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, FAR Part 15, Contracting by Negotiation, or, under FAR Part 12 in conjunction with the policies and procedures prescribed in FAR Part 15, and why. Identify why a particular contract method might be more appropriate and how it affects costs; (3) determine the appropriate contract type (contract types pricing arrangements) for consideration, used alone or in a hybrid combination, include FFP and T&M) for these services. Identify why a particular contract type or combination of contract types might be more appropriate (benefits and impediments), how that proposed contract type would affect costs; (3) what types of technical information, along with the SOW would you like to see with a potential solicitation, e.g., sample tasks. Do you have any suggestions or examples of restructuring, simplifying, or clarifying the description of technical areas in the draft SOW as well as other types of additional information that would improve understanding or clarity of requirements and terms and conditions; (4) the NPS inventory of installed equipment is not complete however there is a need for timely corrective maintenance, can you provide suggestions on how timely maintenance can be provided under these circumstances, what pricing arrangement would work best and how it would be managed and costs controlled, what impact if any occurs when maintenance is performed by a third party, or a follow-on contractor, what risks occur, how they would be mitigated; (5) all technical and pricing evaluations include technical and financial capability, price, and past performance, can you recommend specific evaluation factors that are appropriate for this industry, and appropriate for consideration with the NPS program, that are fair and can be applied uniformly during evaluations and why. Comments and questions on the NPS Program will be sought from industry, and can be provided to the Primary Point of Contact in advance of the meeting or within one week thereafter. There is no limit on the page length of your submission, and they can be emailed to the Primary Point of Contact. Copies of the USMS Publication No. 64 can be read by appointment only with the Primary Point of Contact. Contractor Statements of Capabilities are not being sought at this time, nor are individual follow-on sessions with companies. Attendance at Information/Industry Day is voluntary and is not required to submit a proposal. The Government will not reimburse participants for any costs incurred for this event. All information and discussions that take place at the Information/Industry Day will be done at the unclassified level. Questions will be addressed during the event, however the Government may not respond to all specific questions or comments submitted in response to this announcement or information provided as a result of this announcement. It is mandatory to register for the NPS Information/ Industry Day. Registration opens with the publication of this announcement. To register, send an email (no telephone requests will be honored) to Kathleen.Hopkins@usdoj.gov with the following information: (1) Name of Firm; (2) Name of Individual(s) attending (no more than two); (3) Position Title(s); (4) Telephone Number(s); and (5) Morning or afternoon session. Email registration shall be received no later than October 20, 2010, 12 Noon EDST. Participation will be limited to two individuals from interested firms, one of whom shall be a project or program manager currently managing physical security projects.
