Description
COMBINED SYNOPSIS/SOLICITATION (I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II)This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number Q2420100263. (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. (IV)This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 541370. The small business size standard is $4.5M. (V)This combined solicitation/synopsis is for purchase of the following commercial services: CLIN 0001 - Control Surveys Underground Utilities Comprehensive Condition Assessments at multiple locations located throughout the US. Period of Performance will be 12 months following date of award. (VI)Description of requirements is as follows:The National Park Service (NPS) is undertaking Comprehensive Condition Assessments (CAC) for their underground water and wastewater utilities in numerous NPS administered areas nationwide. A critical component of the condition assessments for these utilities is the development of accurate maps of the systems. Global Positioning System Survey (GPS) services are required to provide the data necessary to complete the condition assessments. The contractor shall use the best and most appropriate method to achieve the collection of data necessary to fulfill the requirement as awarded. It is important that all interested parties contact Shawn Stearns for a copy of all solicitation documents and needed attachments, offerors who fail to follow instructions as outlined within the Instructions to Offerors on how to submit proposal shall be excluded from competition. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008) (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Criteria 1. Demonstrate experience and abilities in surveying project management. This includes preparing and monitoring a Critical Path Method (CPM) schedule for this type and size of project; coordinating all work (prime and subcontractors) to assure that it is completed in accordance with plans and specifications; providing cost control oversight to ensure all contract work is performed within budget; ability to assure efficient scheduling performance of the work by own forces, subcontractors, and any other activities to meet the schedule completion date. Criteria 2. Demonstrate knowledge of and ability to use sub-meter accurate GPS equipment while working in the field. Demonstrate how your company manages field time for staff involved in the work, their ability to locate known United States Geological Survey (USGS) or National Geodetic Survey (NGS) data points to assist in developing highly accurate data sets. Show how that data is incorporated into CAD files meeting the requirements. Show ability to produce maps that have excellent readability from a field technician's and experienced CAD user's standpoints. (2) Past Performance Criteria 1. Demonstrate a proven track record of delivering projects that meet the customer's expectations, safely, on schedule and within budget (as modified or not pending the accuracy of bid documents and / or other factors). Include recent history of the project(s), the original award amount, period of performance, time extensions stating reasons for the extension, contract modifications and the reasons for those modifications. Provide list of contacts, including phone numbers, in order to conduct the firm's past performance evaluation in successfully accomplishing activities similar to those identified in the Statement of Work (SOW). (3) Price Technical and past performance: when combined, are significantly less important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jun 2010), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (July 2010) applies to this acquisition.
