- Draft Work Statement and attachments. The National Science Foundation (NSF) hereby issues this synopsis to inform interested parties of a forthcoming solicitation for commercial item services to provide logistics, operational and other support for research projects and facilities in the Arctic according to the attached draft work statement. The current Contractor providing the Arctic research support and logistics services (ARSLS) is CH2M HILL Constructors, Inc. under contract ARC-0520837, which has a period of performance through May 31, 2012. The NSF intends to award a cost plus fixed fee contract for these services in October 2011. Prior to the issuance of the Request for Proposal (RFP), the NSF is seeking contractor interest and comments through this synopsis, the draft work statement and holding an industry day on October 22, 2010. Industry feedback will be considered as NSF finalizes the RFP. The RFP is tentatively scheduled for release in February 2011. This will be a full and open RFP and all interested companies are invited to participate regardless of business size. The RFP and any amendments, questions and answers, or clarifications regarding the solicitation will be posted solely to the Government Point of Entry at www.fbo.gov. Interested parties are encouraged to check www.fbo.gov frequently for possible updates. While any and all questions must be directed to the Government point of contact identified in this synopsis, answers to RFP questions, as well as any and all clarifications, extensions or changes will be posted to www.fbo.gov and will only be available at www.fbo.gov prior to closing date and time of the RFP. Details of the pre-RFP industry day discussion will not be posted to www.fbo.gov. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15. Interested parties may learn more about the FAR at http://acquisition.gov/Far/. ARSLS Industry Day : The NSF will hold an industry day for interested parties on October 22, 2010 from 1:00 PM to 5:00 PM, local time. The industry day presentation will take place at the NSF: 4201 Wilson Boulevard, Room 730, Arlington, Virginia 22230. Those firms interested in attending must pre-register via e-mail to Quyen Diep (QDiep@nsf.gov) and Mary Rouse (MRouse@nsf.gov) by 2:00 PM, local time, October 18, 2010, with the following information: 1. Company name, contact name, phone number and e-mail. 2. The number of attendees and the names of each. 3. Questions and/or specific topics that the firm would like NSF to address at the industry day. NSF will not disclose the origin of these questions or requests. Due to space limitations, only four representatives from each firm will be allowed to attend the industry day. Please note that attendance is not mandatory for responding to the RFP but is highly encouraged as information made available during the industry day may not be available in the RFP. No phone number will be provided for call-in participation. Attendees should arrive at NSF at least 30 minutes prior to the start of the event. Attendees must check-in at the Visitor and Reception Center on the first floor and present a photo identification to receive their visitor pass. Visitor Center staff will direct attendees to the meeting room. Only pre-registered attendees will be admitted. Industry Comments : Interested firms are encouraged to submit a response to the information provided in the draft work statement and/or at the industry day. Responses must be submitted electronically to Quyen Diep (QDiep@nsf.gov) and Mary Rouse (MRouse@nsf.gov), no later than 2:00 PM, local time, on November 3, 2010. Submissions must be readable in Microsoft Office 2003 or Adobe Acrobat Reader. All submittals received will be reviewed for informational purposes only.
