- RECOVERY ACTION: The Task Order DE-DT0000613 is a Time and Materials Task Order that was awarded to Peerless Technologies as an 8(a) set aside. The Task Order is receiving additional American Recovery and Reinvestment Act funding in the amount of $589,484.89 to cover the costs associated with the addition of two Program Managers for the period from October 1, 2010 through September 30, 2011. The scope for the additional two full-time equivalents (FTE) Program Managers is to serve as support for the DOE EM Recovery Act Project. These individuals will provide real-time information on best practices, lessons learned and emerging issues. These individuals will have specific responsibility for assisting sites with preparation of Critical Decision 4 (CD-4) documentation and Closure Report documents which address technical, programmatic, regulatory, environment, safety and health, (ES&H) and execution of site work funded by the American Recovery and Reinvestment Act of 2009 (Recovery Act). The incumbent functions as an extension of the Recovery Act Project Director to serve as liaison between the Headquarters Recovery Act Program Office, the EMCBC supporting offices, and field sites to facilitate the coordination and approval of required CD-4 and Closure Report documents. These duties are conducted in highly complex, unique sites and facilities where hazards to workers, the public, and the environment are non-routine and where potentially harmful consequences are significant, in an accelerated, high visibility, first-of-a-kind government initiative, with strict reporting and compliance requirements. Rationale for using other than a fixed price and/or competitive award: The work discussed herein is the same work that is currently required in the original task order statement of work as awarded. Therefore, additional competition was not required. The original Task Order was awarded as a Time and Materials/Cost Reimbursable contract. The Line Items that were established as Cost Reimbursable were for travel costs and Other Direct costs allowable under the Task Order. Modifying this Task Order to exercise an Option period does not change the risk assessment of the work, so maintaining a Time and Materials type is appropriate. The contractor will be encouraged wherever possible to award subcontracts utilizing fixed price/competitive award.
