- RECOVERY ACTION - One full-time equivalent (FTE) Cost Analyst to serve as support to the Portsmouth/Paducah Project Office for the Department of Energy Recovery Act efforts. The individual will perform cost/pricing analyses of pre-award and post-award proposals [including Requests for Equitable Adjustments (REAs)] and prepare reports incorporating results of the analyses performed on efforts funded in whole or in part by the American Recovery and Reinvestment Act of 2009 (Recovery Act). This individual will have experience in performing cost/pricing analyses of pre-award and post-award proposals [including Requests for Equitable Adjustments (REAs)] or experience in Government cost accounting oversight and financial internal controls to support the Portsmouth/Paducah Project Office, Office of Contracting. Rationale for using other than a fixed price and/or competitive award: This Task Order was awarded as a Time and Materials/Cost Reimbursable contract, because of the uncertainty and unpredictability of subject Tasks/Requirements, and there is no other contract type that would be equally advantageous to the Government as a Time and Material (T&M) requirements for a Cost Analyst. Placing this effort on a T&M requirement basis will remove the effects of many uncertainties and eliminates any contingencies of costs to the government which do not actually occur. Surveillance for the task order will be provided by the Contracting Officer. The Line Items that were established as Cost Reimbursable were for travel costs and Other Direct costs allowable under the Task Order. The contractor will be encouraged wherever possible to award subcontracts utilizing fixed price/competitive award.
