- the procurement of information technology (IT) support services for the Modeling Virtual Environments and Simulation (MOVES) Institute, Naval Postgraduate School, Monterey California, by Other Than Full and Open Competition from Institute for the Future (IFTF), Palo Alto California. This procurement is required to support a collaborative research project starting in June 2010 which is supported by the Office of Naval Research (ONR). This action will support ONR and NPS to help design, build and deploy the Massive Multiplayer Online Wargame Leveraging the Internet (MMOWGLI) project. Online gaming and social networking tools will be combined with tactical modeling and simulation capabilities to produce a serious wargame available to personnel across the Naval enterprise. Pursuant to FAR 6.302-1(a)(2)(iii), this authority is appropriate when procurement is deemed to be available only from a single source. It is likely that award to any other source would result in unacceptable delays in fulfilling the agency ™s requirements. (See 10 U.S.C. 2304(d)(1)(B).). Other than IFTF, there is no other company that can provide these services at sufficiently high quality or on time. These unique qualifications were determined during the prior conduct of a formal open industry-wide competition and submission of proposals to ONR. Further the unique qualifications of IFTF have been repeatedly demonstrated by their successful conduct of multiple prior serious games, documented at http://www.iftf.org and elsewhere. Once again competing such work would be a duplication of cost for the government.
