Description
Description:The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote (RFQ) procurement and award a firm fixed price Purchase Order to procure two new marine generator sets for the SURVEYBOAT SHUMAN. The new Generator Sets must meet the specifications outlined in the Statement of Work. The Statement of Work specifies the actual requirements for the GENSET, the Engine, and the Required Accessories. However, the general specifications are: GENSET - Voltage: 120-240V, mximum weight: 1250 lbs; maximum dimensions: 60L x 30W x 32H, ENGINE - 4 cylinder, liquid cooled marine diesel engine, REQURED Accessories two(2) remote control panels, two (2) local panels, two (2) fifty foot (50ft) extension harnesses. Offerors must review the full specifications contained in the RFQ. This action has no installation requirement. All parts, components and equipment shall be of new construction. Use of rebuilt or remanufactured components will be sufficient cause for rejection of the units. All components supplied with the genset unit shall be for use on that size and style. The acquisition will be solicited using the procurement process prescribed in Parts 12 and 13 of the Federal Acquisition Regulations. The Government intends to award a Purchase Order resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation is the lowest priced, technically acceptable offer. The Government does not intend to conduct discussions therefore, the contractors initial offer should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Quotes will be will be evaluated against the following factors to determine acceptability: Factor 1 Technical Capability (Product Capability/Compliance with the specifications of the RFQ), Factor 2 Delivery Date, Factor 3 Past Performance of the contractor, and Factor 4 Price. Solicitation Number W912BU-11-T-0003 will be available on or about 08 October, 2010. Hard copies will not be available and written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the issue date. The official media of distribution for the RFQ is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the quoters responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Quoters are responsible for printing copies of the RFQ and any amendments. Quotes will be due on 19 October 2010. Hard copy submissions are preferred, but email quotes will be accepted if sent directly to edward.a.boddie@usace.army.mil. The NAICS code is 335312, Motor and Generator Manufacturing (SIC 3621 - Motors and Generators) and the size standard is 1,000 employees. All contractors are required to be registered in the DOD Central Contract Registry before award as required by DFARS 204.7300.
