Description
The National Park Service, Lewis and Clark National Historical Park is requesting written proposals (Request for Quotation) from qualified firms interesting in providing soil, sediment and surface water sampling along with human health and ecological risks assessment services. Qualified firms must be registered with the Oregon Department of Environmental Quality (ODEQ) to perform remedial activities in the state of Oregon, and sampling personnel must be trained and have current Oregon Soil Matrix Supervisor certification. The Lewis and Clark National Historical Park, Netul Landing Site is located approximately 4 miles south of Astoria, Oregon. The site borders the Lewis and Clark River to the east and can be accessed by Fort Clatsop Road to the west. The site was used by Willamette Industries Inc. as a log yard for more than 50 years. Current land use consists of a recreational day use area, kayak launch, parking and bus transit station for Fort Clatsop. In April 2004 a Level I Pre-Acquisition Site Assessment identified an abandoned tank (approximately 300 gal) and metal "box" near the Lewis and Clark River. It also identified a possible Bunker C oil spill (estimated to be at least 20 years old) in the river adjacent to the Netul Landing Site. Additional information is available in the attached Request for Quotation. Some of the work required includes, a Project Conference, Work Plan, Health & Safety Plan, Field Activities, Laboratory Analysis, and additional tasks as outlined in the solicitation. The full scope of the anticipated contract is included in the attached solicitation. The North American Industry Classification System (NAICS) code is 562910 and the annual size standard is $14 million. The solicitation will be 100% set aside for small business. The Government intends to award a single firm fixed price contract to the responsible offeror whose proposal conforms to the solicitation and is considered most advantageous to the government, technical factors and cost or price considered. A "best value" award will be made to select the contractor, full information is provided in the solicitation. The Government reserves the right to cancel the solicitation and make no award.
