A website was established in June 2010 on the TACOM Warren, MI Procurement Network (PROCNET) Business Opportunities for planning information related to the Joint National Maintenance Facility (JNMF) Sustainment Maintenance Support. The website is frequently being updated with new information as it becomes available. The website at https://www.fbo.gov/ will no longer be updated. Joint National Maintenance Facility (JNMF) Sustainment Maintenance Support Synopsis Amendment 001 A requirement exists to provide Sustainment Maintenance Services (SMS) to maintain the operational readiness for specific Department of Defense vehicle systems deployed in Afghanistan. These tentative systems may include Heavy Expanded Mobility Tactical Truck (HEMTT), Palletized Load System (PLS), PLS Trailer, Family of Medium Tactical Vehicles (FMTV), Family of Line Haul Vehicles, M917 Dump Trailers, M870/M871/M872 trailers, and the High Mobility Multi-Purpose Wheeled Vehicle (HMMWV). Additional tentative vehicles being considered for coverage by this scope and may include Mine Resistant Ambush Protected (MRAP) vehicles, Route Clearance Vehicles, United States Marine Corp (USMC), United States Navy and United States Special Operations Command (SOCOM) vehicles. The requirement is for field and sustainment level maintenance as well as installation of approved upgrade/modifications, equipment retrofits and the repair of battle damage at a Government Owned Contractor Operated (GOCO) facility to be constructed in Kandahar, Afghanistan on the North American Treaty Organization (NATO) base. The Government anticipates releasing a draft solicitation in fall 2010, an Industry Day Announcement and a final solicitation on a competitive full and open basis in late Fall 2010. The Industry Day Announcement will be published to the PROCNET website. The anticipated contract award shall be for a 5 year contract with an estimated base year of 118,750 maintenance hours and option hours of up to 3.9M maintenance hours to be exercised over a 4 year period. The resultant contract will be a combination of Time & Material and Firm Fixed Price and will require maintenance of the vehicles in accordance with the technical manuals performed under two approaches: Repair & Return (R&R) and Afghanistan Refurbishment (AR). R&R is the performance of individual or multiple maintenance tasks (repairs) and/or scheduled services to bring a vehicle to a Fully Mission Capable (FMC) status. AR is the refurbishment of a vehicle system to a set scope of work, including a list of mandatory replacement parts (MPLs) and unscheduled maintenance in order to bring the vehicle to 10/20 standards. Battle damage repair, upgrade and equipment retrofits are applicable under both the R&R and AR approaches.
