Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Defense Threat Reduction Agency (DTRA) intends to issue a sole source contract to Idaho State University (ISU), 921 South 8th Ave., Pocatello, ID, for an effort entitled "Linear Electron Beam Accelerators (LINAC) Fidelity Investigations". The DTRA RD-NTSC Program Office is investigating the validity of RF LINAC dose-rate up-set experiments in modern memory and other fast CMOS devises. DTRA will utilize existing nuclear weapon effects (NWE) experimentation and Modeling & Simulation (M&S) capabilities at ISU to conduct an initial assessment of the fidelity and validity of LINAC testing to predict the responses of modern electronics to nuclear weapons environments. Comparison experiments will be conducted on two different LINACs and on ISIS available at the ISU Accelerator Center (IAC). The proposed requirements of this effort are characterization of high-speed electronics responses, data analysis, M&S assessment, and a final report. The period of performance for this effort is one (1) year. ISU is the only known single facility which provides a unique set of low-cost exposure capabilities with two different LINAC environments and the extremely reproducible and well defined pulse width of the essentially mono-energetic ISIS machine. Also, ISU has the hardware, diagnostics and experience required to conduct the Transient Radiation Effects in Electronics (TREE) assessments based on previous support provided to the National Nuclear Security Administration (NNSA) laboratories. This is not a request for competitive proposals. Interested parties may submit capabilities statements for the Government's consideration. The Government will not be responsible for any cost incurred in the preparation of capabilities statements. Furthermore, a determination by the Government not to compete this proposed effort based upon the responses to this notice is solely within the discretion of the Government. Any responses to this notice shall be submitted electronically to gretchen.clohessy@dtra.mil not later than 12:00pm EDT 21 October 2010.
