- Recovery Action: Advanced Scientific Computing Research (ASCR). This modification is issued to deobligate American Recovery and Reinvestment Act (ARRA) of 2009 funds. This research focuses on the development of advanced Kalman filtering techniques and the formulation of dynamic state estimation, which will fundamentally change the paradigm of real-time operations and control for complex systems. The proposed research may have a revolutionary impact on how complex systems are operated and ultimately lead to better decision making and control of complex systems. The Recovery Act Project title is Advanced Scientific Computing Research - Computational Partnerships SciDAC-e Program (Project Code 2005060). The project code that should be used to track this Recovery Act funding in the Project section of the Accounting Flex Field in STARS/IDW is 2005060. Rationale for using other than a fixed price and/or competitive award: The contract for the management and operation of the Pacific Northwest National Laboratory is a cost reimbursement type contract that lends itself to the research and development (R&D) arena. The work described herein is for the purposes of research and development or for technical assistance in the review and evaluation of information. The contractor in the performance of work cannot easily and accurately predict the amount of effort or resources required to satisfy the customer requirements, particularly those unique to the Government, which usually results in a greater risk assumption by the Government. This is especially true for complex research and development contracts, when performance uncertainties or the likelihood of changes makes it difficult to estimate performance costs in advance, thereby eliminating the use of a fixed-price contract as a method of obtaining these services for the performance of work. The original management and operating contract for the Pacific Northwest National Laboratory (PNNL) was competed and has been extended to its current completion date. The current contractor for the Management and Operation of PNNL is Battelle Memorial Institute. The Statement of Work (SOW) for the M&O contract primarily addresses the conduct of basic and applied research and development (R&D) to advance scientific knowledge, the nation's energy resources, national security and environmental quality and to strengthen educational foundations and national economic competitiveness. The work contained within this funding is in accordance with the statement of work and is consistent with the laboratory's mission. In addition, a majority of the funding received through the Recovery Act for the laboratory will be subcontracted and will provide for additional opportunities for a variety of businesses.
