Description
This solicitation will be a HUBZone Set-Aside competitive procurement. Any resulting contract will be firm-fixed priced. Magnitude for the anticipated contract is between $1M and $5M. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering price and non-price factors cited in this announcement and the solicitation. Offerors are advised that a contract resulting from this solicitation is contingent upon funding and Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be canceled. If the project is canceled, all proposal preparation costs will be borne by the offeror. The Davis-Bacon Act will apply. All Offerors are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and up to final award. All Offerors are advised that they must be registered in CCR and ORCA http://orca.bpn.gov. Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Anticipated NTP: Early 2011 with a 455 calendar-day period of performance. PROJECT TITLE: "Design/Construction Contract for Fueling Facility, Brigade Complex Phase I, Fort Richardson, AK (FTR269A)." PROJECT INFORMATION: Design and construct an approximately 48,000 gallon vehicle fueling facility to replace an existing vehicle fueling facility that will be demolished as part of this project. The facility will be comprised of separate entry and exit gates allowing for a continuous one directional flow of vehicles to covered three fueling islands with six fueling pumps (2 per island); and construct a approximately 300 sq. ft. control building with an office space for one person, a unisex single user handicapped restroom, an eyewash station and an arctic entry. Windows will be provided for visual monitoring of fueling activities on Fort Richardson. Water, steam, condensate, sewer and power for the facility will be constructed under the Fort Richardson utilities privatization contract. Maximum period of performance is 455 calendar days. SELECTION CRITERIA: Evaluation criteria to be listed in the solicitation and anticipated to be: Specialized Experience, Past Performance, Proposed Contract Duration and Summary Schedule, Organization and Technical Approach, Key Personnel Capabilities and Experience and Price and Pro Forma Information. The Government considers the overall non-price rating to be slightly more important than price.
