- MVN Removal, Reconditioning, Repair and Reinstallation of Hydraulic Pump Assemblies at 17th Street Canal, Orleans Avenue Canal, and London Avenue Canal, Orleans Parish, LA. This procurement is 100% set aside for SBA Certified 8(a) firms. The competition for this procurement is limited to 8(a) firms located within the geographical area serviced by the U.S. Small Business Administration, Louisiana District Office and other 8(a) firms with a bona fide place of business within the geographical competitive area and the assigned NAICS code. All other 8(a) Business Development participants are ineligible to submit offers. The NAICS code is 237990 and the size standard is $33.5 million. The contract will be a firm fixed price, indefinite delivery/indefinite quantity (ID/IQ) contract. Period of performance with be one (1) base contract year and three (3) option contract years, for a total of not-to-exceed four (4) years. The contract ordering ceiling will be not-to-exceed $1,687,500.00 per year for a total four-year ordering ceiling of not-to-exceed $6,750,000.00. The work consists of removing, disassembling, inspecting, reconditioning, repairing, reassembling, testing and reinstalling a number of MWI Model HAC360, 60-inch axial flow pumps, their associated Model F06720 Rineer hydraulic motors, and discharge elbow assemblies. The solicitation will be issued as a Request for Proposal (RFP). Proposals received will be evaluated in accordance with the procedures outlined in FAR Part 15. Best Value. Selection will be based on the following criteria, which are listed in descending order of importance with technical factors being significantly more important than price. Factors 1 through 5 are comparatively equal. Factor 6 is less significant than Factors 1 through 5. The non-cost evaluation factors are: 1. Past Performance; 2. Experience of Firm and Key Personnel; 3. Proposed Task Order Duration, 4. Technical Approach; 5. Facility and Equipment; and 6. Small Business Participation Plan. These evaluation factors are subject to change and any changes to the evaluation factors will be shown in the solicitation. The solicitation will include a detailed list of evaluation factors, including any sub-factors or elements, and will provide instructions for proposal requirements and the basis for award. The Government will not provide written copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation will not be honored. Offerors MUST register on FedBizOps (FBO) at: https://www.fbo.gov/ in order to receive the solicitation and notification(s) and/or changes to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FBO website cited above.
