Description
Foreign Military Sales, Security Assistance Program Support - Attachment 1 - Questions. This sources sought announcement is released pursuant to Federal Acquisition Regulation (FAR) Part 10 - Market Research. This Sources Sought Notice is issued by the United States Coast Guard solely for planning purposes to identify potential sources for Foreign Military Sales, Security Assistance Program Support and determine their capabilities to fulfill the Government's Requirement listed below and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Coast Guard anticipates recapitalization of major cutters and patrol boats over the next ten years; up to 53 vessels may transfer to foreign maritime services as Excess Defense Articles (EDA). Transfer projects will require a range of engineering, program support and industrial services. Historically, the foreign recipient of an EDA typically establishes a Foreign Military Sales (FMS) case to provide the resources required to obtain transfer support articles and services in the commercial marketplace through U.S. Government acquisition vehicles. Transfer support typically includes comprehensive program and financial management support of task orders, planning, engineering, industrial, technical, logistical and transportation, warehouse and supply and training support services for the purpose of acquiring, storing, reactivating, repairing, overhauling, refitting, modifying, transporting and transferring maritime vessels and boats and related materials to foreign maritime services. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. Further, the USCG is not, at this time, seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the respondents' expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information when responding to this Sources Sought. Please be advised that all submissions become Government property and will not be returned. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this Sources Sought. The numbering of this Sources Sought notice will have no correlation to any future solicitations. 1.0 Requested Information 1.1 Respondents interested in pursuing this work for the USCG should submit information which clearly describes the company's (a) capabilities, (b) major customers and experience providing these types of articles and services, (c) responses to specific questions attached, and (d) any other information that your company feels is pertinent to this acquisition. 1.2 Firms who wish to respond to this Sources Sought shall include their business size in accordance with NAICS Code 336611, Dun and Bradstreet number, and any other US Government contracts held should they hold one. Responses may be used in developing budget request and contract specifications. 2.0 Responses Please submit information via email to the Point of Contact Listed below no later than 3:00PM on 10/19/2010.
