- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs Puget Sound Health Care System, Seattle Division. 2.Description of Action: This is a request for other than full and open competition for the procurement of animal feed for the animals in the Research and Development Service Line. Animal Specialties Inc 2300 National Way Woodburn, OR 97071-9664 1-503-981-4528 3.Description of Supplies or Services: The Research and Development Service Line has a requirement that all animal feed must be of research grade in accordance with the standards of the American Association for Accreditation of Laboratory Animal Care. Contractor must store, maintain and transport animal feed in accordance with guidelines set forth by the American Association for Accreditation of Laboratory Animal Care (AAALAC) and the United States Department of Agriculture (USDA) regulations. Laboratory bedding shall contain no hydrocarbons. Brand Name products are required as specified and no equal substitutions will be considered. Alternation of the ingredients makeup is not allowed as any changes could negatively impact the outcome of research project results. The same diet, with no changes, is required throughout the research term. 4.Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; (X) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: 6.302-3 Industrial mobilization; engineering, developmental or research capability; or expert services. 6.Actions to Promote Competition: In the future, the contracting specialist will conduct additional market research for any new vendors that are certified in performing providing animal feed for the Research and Development Service Line. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $42,319.00. I have reviewed past PO's to determine price reasonableness. P.O. 663-D01001, $42,560.96 dated 1 Oct 2009 was for the same service. The price has been determined to be fair and reasonable. 8.Market Survey (FAR 10): This Research and Development requirement was originally competed and awarded under VA Contract VA-260-0365. This contract had inadvertently elapsed. This animal food requirement is essential in sustaining these research animals. All prices were originally competed under this contract. 9.Other Considerations: Animal Specialties Inc is a local vendor who has provided very reliable service to the VA. Alternation of the ingredients makeup is not allowed as any changes could negatively impact the outcome of research project results.
