- The Department of Homeland Security (DHS), National Protection and Programs Directorate, Federal Protective Service has a requirement for on-site corrective and preventative maintenance for Electronic Security Systems (ESS) located throughout the base portion of the Ronald Reagan Building, 1300 Pennsylvania Avenue, NW, Washington, D.C. and in support of Customs and Border Protection Agency occupied space located within the Ronald Reagan Building. The Ronald Reagan Building is classified as a Level Four GSA facility. A Level Four facility is defined as having 451 or more federal employees, a high volume of public contact, more than 150,000 square feet of space and tenant agencies that may include high-risk law enforcement and intelligence agencies, courts, judicial offices and highly sensitive government records. This requirement is solicited as a TOTAL SMALL BUSINESS SET-ASIDE ON A FULL AND OPEN COMPETITVE basis in accordance with FAR 52.219-6, under Request for Quotes (RFQ) Number HSHQEC-10-Q-00009, utilizing FAR Part 12 for the purpose of awarding an Indefinite Quantity contract including both Firm Fixed Price and Time and Material contract line items to provide electronic security system maintenance services. The maximum amount to be expended under the contract shall not exceed $1,500,000.00 per year. The period of performance will be for a base period consisting of 12 months and the possibility of an additional 4 consecutive 12 month option periods. The anticipated start date is January 1, 2011. Quotes shall be evaluated in accordance with the procedures outlined in the RFQ based on the following two technical factors: Past Performance and Management Approach, as well as price with technical evaluation factors being more important than price. The NAICS Code for this requirement is 561621, with a size standard of $12.5 million. The RFQ will be issued on October 1, 2010. Quotes will be due 4:00 p.m. Eastern Standard Time, Monday, November 1, 2010. Copies of the solicitation will be made available through the internet at www.fedbizopps.gov. No telephonic request will be accepted. Vendors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov in order to be considered for an award as a result of this solicitation. Any vendor submitting a quote is required to use the Online Representation and Certifications Application (ORCA) at http://orca.bpn.gov. ORCA is a web-based system that centralizes the collection, storage and viewing of the FAR required representations and certifications.
