This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. 2. Request for Quote (RFQ) R11PS67001 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals responding shall be registered with the Central Contractor Registration (CCR) and Online Registration Certification Application (ORCA) NO EXCEPTIONS. 3. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffara.htm 4. This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 333911; Small Business Size Standard: 500 employees 5. Contractor to provide all labor, materials, tools, equipment, transportation, and supervision to deliver the following new and unused: CLIN (0001): One (1) BRAND NEW AND NON REFURBISHED two-stage horizontal split case pump with 4" intake and 3" discharge. SALIENT CHARACTERISTICS:-The pump motor will be of adequate horse power to deliver the water quantity to the specified head. Power for the motor shall be 460 VAC, 3 phases, 60 cycles. -The pump and motor will come assembled as a unit ready to install. -It will deliver 350 gallons per minute at a head that varies between 0 feet to 33 feet at 3450 RPM. -The pump will be able to deliver at least 75 psi to a 4" outlet at a head of 155 feet. -The intake on the pump will have a positive head that varies between 110 feet to 140 feet (approximately 35 psi). Note: If the pump is different from the pump represented in drawing 296M-600-3(1) a drawing must be submitted to the Bureau of Reclamation for approval prior to contract award. (Please see the attached pump drawing for correct dimensions.) Warranty Information: The pump shall have a minimum of 1 year parts and labor warranty. Drawings and manuals for operating and servicing of the unit shall be included with the new pump. This item will be installed by Government personnel. 6. FOB-Destination for delivery to: Canyon Ferry Field Office, 7700 Canyon Ferry Rd, Helena, MT 59602. Delivery NLT (30 days ARO). Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC).The contractor shall coordinate the exact dates and times of delivery with the Reclamation, at least one week in advance. The contractor shall ensure that the total for all amounts ordered and delivered does not exceed the amount noted in the contract line item. 7. The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None (remove if award can be made to separate vendors) and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. 8. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-4 addendum is also included. 9. If offeror provides an equivalent product FAR 52.211-6 applies, and offer shall contain explanation of characteristics identified above with applicable product literature drawings and or specifications to be used for determination of an equivalent product and for evaluation of offer. 10.
