Description
The Naval Air Systems Command intends to place a sole-source firm fixed price (FFP) order under Basic Ordering Agreement (BOA) N00019-11-G-0001 with The Boeing Company of St. Louis, Missouri, 63166, for the engineering, qualification, and flight test support necessary to provide a new, flight-qualified Angle-of-Attack Transmitter (AOAT) for use on the F/A-18E/F & EA-18G aircraft. The new product shall be a fit and function replacement for the existing AOAT and cover, and require no modification to the current aircraft structure/interfaces (mechanical or electrical), or updates to existing Flight Control Computer (FCC) software or Signal Data Computer (SDC) software. The projected period of performance for this effort is 20 months. Boeing is the sole designer, developer, manufacturer and integrator of the F/A-18E/F and EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, tools, processes, facilities, and qualified personnel necessary to accomplish this effort within the projected timeline. To mitigate risk with the new design impacting SEC and LO within the proposed schedule, Boeing already has the necessary Computational Fluid Dynamic (CFD) models and tools for any analysis and SEC verification necessary to ensure that the existing SEC and LO requirements are satisfied. Boeing also has the unique knowledge to reduce the number of test points and subsequent data for review during flight tests, which is imperative in limiting time required for flight testing and analysis. Any interested party must have the knowledge, expertise, tools, processes, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
