Description: This is a pre-solicitation notice for a commercial item acquisition and will be conducted in accordance FAR 12 and 13 in accordance with IL 90-99-4 (http://www1.va.gov/oamm/oa/ars/policyreg/ils/il99_4.cfm). This procurement will be set aside 100% for a Service Disabled Veteran Owned Small Business. The purpose of the Solicitation shall be to provide Miami VAHS after-hours Teleradiology services. It is the Miami VAHS'S intention to solicit proposals in accordance with all terms, conditions, provisions, specifications, and schedules of the solicitation and award a contract on a competitive basis under the authority of 38 U.S.C. 8153 and VHA Directive 1663. The Miami VA Healthcare System is responsible for providing exceptional healthcare that improves the health and well-being of Veterans. In order to provide exceptional care Miami VA Healthcare System is required to provide Radiologist coverage 24 hours per day 7 days per week. The contract resulting from the solicitation shall be indefinite delivery indefinite quality (IDIQ) base year plus three (3) one (1) year options exercised at the discretion of the government. During the term, the contractor, through duly licensed and VA credentialed physicians, shall provide professional radiology services Monday - Friday (4:30PM to 8:00AM) and Saturday, Sunday, and Federal Holidays (24 hours each day). Such services shall include the preliminary interpretation of radiological exams such as: "Computed Tomography (CT) "Magnetic Resonance Imaging (MRI) "General Radiography or Plain Film "Ultrasound Studies "Nuclear Medicine Interpretation of exams will be via connectivity to Philips iVault PACS and Philips Backup Servers located at the Miami VA. Contractor shall be responsible for all Contractor personnel, Subcontractors, agents, and anyone acting for or on behalf of the Contractor. Contractor shall furnish all equipment, supplies, and materials necessary for the provision and set-up of Teleradiology Services as outlined in the Performance Work Statement. Offers shall be considered only from professional Teleradiology Service Providers. All contractor employees doing business with the Department of Veterans Affairs shall be the subject of a background investigation. The electronic solicitation will be announced on or about October 15, 2010. The offeror will be responsible for downloading all solicitation documents, amendments and other documents from the Federal Business Opportunities (FedBizOpps) website (www.fbo.gov) without further notices from the Department of Veterans Affairs, Network Contracting Activity 8 - Miami.
