- The DLA Contracting Center is planning the release of a solicitation for the acquisition of new fabrication for a type of Traveling Wave Tube: NSN 5960-01-349-5380, drawing SM-D-800074. This solicitation will be a performance specification. This spare is part of the Firefinder Radar System, AN/TPQ-36(V). It functions as a critical device in the Antenna Transceiver Group, providing high power microwave radio frequency (RF) signals to the antenna. The Firefinder Radar System is a mobile, phased array radar system that automatically locates hostile mortar and artillery projectiles. The system is composed of an Operations Control Group or Shelter, an Antenna Transceiver Group and Power Group. The AN/TPQ-36(V) Radar System provides force protection. It is anticipated that the release of the solicitation will be on or about October 13, 2010, with proposals due approximately 30 days later. The proposed procurement will be an IDIQ with options to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed five years. Contractor(s) will be required to perform First Article Testing prior to Government acceptance of product. Current sources of supply for these items may have First Article Testing waived. Destination will be Defense Dist Depot Tobyhanna. Our estimated annual demand quantity is fifty. The solicitation is projected for release on the Interactive/Interagency Business Opportunity Page (IBOP), http://abop.monmouth.army.mil. All responsible sources may submit an offer/quote which shall be considered. Drawings/specifications will be available. Any award made as a result of this solicitation shall be evaluated on a two-part process. All offerors shall first demonstrate that they can 1) meet the required technical qualifications listed below, and 2) submit a best value proposal inclusive of all required sections. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, performance risk, and other evaluation factors as described in the solicitation. The U.S. Army CECOM LCMC has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM LCMC to industry. All parties interested in viewing the solicitation and/or submitting a bid should register with the IBOP by calling the IBOP at 1-888-414-2677 or by visiting the Interactive Business Opportunities Page at https://abop.monmouth.army.mil and registering under User Services, User Registration. Documents and drawings (if applicable) can be downloaded from the IBOP as instructed above. Please be advised that hard copies of the solicitation will not be made available; you must download solicitation documents from the IBOP. Patterns, Drawings, Deviations Lists, Purchase Descriptions, etc., are not stocked at the DODSSP. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
