Description
Marine Corps System Command, Program Manager for Training Systems is seeking information from potential responsible sources capable of providing reconfigurable Operator Driver Simulators (ODSs) used to provide both entry level and sustainment level training for USMC operators. Program Background: The USMC-ODS is a computer based, reconfigurable operator driving simulator used to provide both entry level and sustainment level training for USMC operators. In all configurations, the fidelity of the USMC-ODS shall provide student operators with immersive and realistic experiences in operating the selected vehicle during both on/off road, and differing degrees of weather conditions scenarios. With the current USMC-ODS system's MTVR and MTVR-MAS software as a baseline, this procurement effort incorporates the Up-Armored HMMWV and MRAP Cougar (Category I, 4x4 and Category II, 6x6) and Buffalo (6x6,Category III) to provide additional training capabilities. The USMC-ODS systems are currently in service at Camp Pendleton, CA, Camp Lejeune, NC, Enhanced Mojave Viper (29 Palms, CA), Hawaii, Okinawa, Iwakuni and at 20 selected Marine Reserves units throughout the CONUS. There are currently 31 systems fielded. Potential Scope of Work may include the following: The purpose of this RFI is to conduct market research survey that will identify potential sources, capabilities, and interest in the program, and assist in developing an acquisition strategy to meet Government requirements. The scope of this RFI is expanding the training capabilities of the MTVR ODS and to establish a common baseline amongst the ODS located in the formal schoolhouses at Camp Johnson, NC and Ft. Leonard Wood, MO by replacing the current vehicle cabs with reconfigurable vehicle cabs. The reconfigurable vehicle cabs shall allow the schoolhouses to provide HMMWV and MRAP operator/driver training in addition to the current MTVR capability. The reconfigurable vehicle cab upgrade will be compatible with the current software and programmatic baseline without modifying the existing ODS system. Only hardware modifications and changes will be made under this effort, no software changes. Hardware changes shall include, but will not be limited to, reconfigurable vehicle cabs, interchangeable faux armor panels to replicate vehicles lines of sight, and vehicle specific dash panels and steering wheels. The reconfigurable vehicle cab upgrade will bring the MTVR ODS configuration in line with the USMC ODS configuration. In all configurations, the fidelity of the ODS shall provide student operators with immersive and realistic experiences in operating the selected vehicle during both on/off road, and differing degrees of weather conditions scenarios. This training is required to ensure Marines are properly trained prior to deployment for real world military operations. The contractor would be tasked with potentially providing some or all of the following services/supplies: 1. Program Management Support: Includes participation in Government directed development of price and availability of upgrade components; internal project management and associated accounting using the Earned Value Management System. 2 Scheduling, document preparation and on-site representation at Government or contractor facilities, as directed. 3. Technical Support: To include participation and subject matter assistance in Government led design/production engineering, engineering analyses, quality management, configuration management, value engineering, reliability and maintainability, systems safety, system integration, and test and evaluation. 4. Acquisition Logistics: To include all disciplines required to assist the Government with comprehensive logistics assessments for systems/subsystems/components, inclusive of supportability goals, cost/performance trades, and life-cycle cost.
