- Justification Notice of intent to award a sole source requirement to: Smith's Detection Inc. for IONSCAN DT500 (portable explosives and narcotics dual mode detection and identification systems) with associated on-site training. The proprietary software used by Smith's Detection Inc. allows for uniformity and the ability to share information/network with other DHS offices that have the same equipment. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals to be used for consideration of future requirements. This notice of intent is not a request for competitive proposals and an RFQ will not be issued, however, all proposals received by the closing date and time will be reviewed and used for future requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any vendor who wishes to submit a proposal for future consideration should email their company's capabilities information to the attention of Mistelle Watkins no later than 12:00 noon EST, September 28, 2010 at Mistelle.watkins@dhs.gov. ONLY EMAIL RESPONSES WILL BE ACCEPTED.
