Responses received will be used to develop marketing strategies for the potential privatization of utilities at this installation. Should interest be determined sufficient, a formal solicitation may be forthcoming. Interested parties should provide a statement of interest on company letterhead by no later than 4:00 pm on Friday, October 08, 2010. Responses are preferred via e-mail, but hard copies and facsimiles will also be accepted. At a minimum, the statement of interest shall address: (1) capability and experience in utility privatization or owning and operating water utility systems; (2) financial capability to justify potential award of such a contract; (3) a primary point of contact, including phone number and e-mail address; and (4) an indication of the size of the business (large, small, or any sub-category of small business). This Notice is solely for the Government's use as a market research tool. As such, the issuance of a competitive solicitation is not guaranteed. If determined appropriate, then both a synopsis and a solicitation may be anticipated in the October 2010 timeframe. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. This announcement shall not be construed as a commitment or authorization to incur costs in anticipation of an award. The Government is not bound to make any awards under this Notice. If you are interested in this project, please provide the information requested above to the GSA Contracting Office. Installation Description: Barksdale Water Distribution System The water distribution system being privatized is described as follows: Barksdale AFB is located in the northwest portion of Louisiana, within the Shreveport-Bossier City Metropolitan Statistical Area. The Barksdale AFB water distribution system consists of all appurtenances physically connected to the distribution system from the point of demarcation defined by the Right of Access. The water distribution system receives treated surface water from the Shreveport's Amiss Water Treatment Plant (WTP) through a single 16 inch water main. Water is distributed through mains, laterals, storage tanks, and is treated seasonally at two disinfectant booster stations. Water is supplied to the base fully treated with chloramines disinfectant residual and fluoridation. Pressure is typically between 60PSIG to 100PSIG at the North Gate meter point. Total water usage is metered adjacent to the North Gate. For approximately one week per year, when Shreveport is unable to provide service, the base relies on the Bossier City WTP as a back-up water supply. There are three privatized housing areas to which the Base supplies water. Specifically excluded from the water distribution system privatization are: Irrigation systems, Non-potable fire systems, Backflow prevention devices located inside existing facilities, SCADA or EMCS communication systems, Flight Line, Military Family Housing (MFH), Weapons Storage Area (WSA), Family Campground, Clear Lake Park Annual Consumption, FY09 is 211.2 million gallons (MG) with a monthly average usage for FY09 of 17.6 MG.
