Description
1. Contracting Organization: Department of Veterans Affairs, Network Contracting Activity (NCA) - 8, VA Caribbean Healthcare System, San Juan, Puerto Rico. 2. Description of Action: This is a request for other than full and open competition for the procurement of construction services for the cleaning and repairs of the Recreation Therapy Kitchen Area, Room A257A at VA Caribbean Healthcare System, San Juan PR. VA intents to negotiate and award a firm-fixed price, sole source, contract with CGN Engineering Corporation, a SBA Certified Small Disadvantaged Business. Government estimate is $160,000.00. 3. Description of Supplies or Services: Contractor will provide all labor, materials, tools, equipment, and supervision to clean and repair the Recreation Therapy Kitchen Area, Room A257A. Work includes the demolition and removal of existing damaged equipment, quarry tile flooring removal and supply and installation of new floor tile, electrical replacement of wiring and lighting fixtures, installation of new fireproofing material at the ceiling of the room, new ceiling tile installation, wall restoration and painting, casework, and removal of the asbestos containing fireproofing material including lead-base material. Estimated time for completion is ninety (90) calendar days. 4. Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; (X) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5. Validity of Use of Statutory Authority: The Recreation Therapy Kitchen Area, Room A257A located at the second floor of the main building at VA Caribbean Healthcare System, San Juan, PR, was seriously damaged by a fire on June 21, 2010. Due to the persistent bad odors and smoke from all the burned materials and equipment creating and imminent danger to employees and patients in this and other areas of the building, immediate remedial action was required. CGN Engineering Corporation was issued a notice to proceed on the same day as the only viable way to accomplish this task. CGN Engineering Corporation was selected since the company has the required personnel with the expertise necessary to complete the work in the shortest possible time and is already mobilized at the area currently working in several construction contracts. Contractor has a vast experience in working with VA and has completed several critical renovation projects of the infrastructure at this site. Performance has been excellent and projects have been completed on time. Contractor is very knowledgeable of VA procedures and requirements as demonstrated in previous work. Contractor has been determined to be responsible with the experience and capability to complete the work in the shortest time possible under these circumstances. Contractor is registered in the CCR and a is a SBA Certified Small Disadvantaged Business. 6. Actions to Promote Competition: This is a one time action. 7. Determination of Fair and Reasonable Price: The anticipated price to the Government is $160.000.00. Contractor's proposal will be evaluated against the estimated cost. Negotiations will be held, if required, in order to reach a fair and reasonable price. 8. Market Survey (FAR 10): No market survey was performed due to the urgent and compelling nature of the work required. Refer to paragraph 5. 9. Other Considerations: None 10. Listing of Sources that expressed, in writing, an interest in the acquisition: None. Refer to paragraph 5. 11. Statement of Actions to Overcome Barriers to Competition: None. This is a one time action. 12.
