- THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED TOTAL HUBZONE, OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES TO SET THIS PROJECT ASIDE. (Details Below). Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (3 p.m. local Denver time) on October 1, 2010: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) letter from bonding agent stating your firm's capability to bond for a single project of $12.0 million, and your firm's aggregate bonding capacity; and (4) Provide a list of similar value road construction projects involving construction (as the prime contractor) of single and two span structural steel plate girder bridges, concrete filled drilled shafts, reinforced concrete columns and pier cap, mechanically stabilized earth walls, hot asphalt concrete pavement, and removal of existing bridge structures. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: CA 148-1(2) Trinity County Bridges The Trinity County Bridges project is located in Six Rivers National Forest, Trinity County, California. The project consists of a Schedule A and Option X for a total of five (5) replacement bridge structures with bridge approach road construction. Schedule A work consists of two structural steel plate girder bridges spanning the Van Duzen River on the West Van Duzen Road. One structure is a single span of 182 feet and the other structure is a two span bridge with equal 132.5 foot spans for a total bridge length of 265 feet. Both bridges are founded on concrete filled drilled shafts with the two span structure centrally supported on reinforced concrete columns and pier cap. The project does include mechanically stabilized earth walls, grading, roadway aggregate and hot asphalt concrete pavement for bridge approach construction. As these structures are replacements for existing bridge structures on the same alignment phased construction is required. Removal of the existing bridges structures is required intermediate to the new construction phasing. Major items of work include: · 25501-1000 Mechanically stabilized earth wall, WWF faced - 2400 square feet · 55201-0200 Structural concrete, class A (AE) - 700 cubic yards · 55401-1000 Reinforcing steel - 23 tons · 55401-2000 Reinforcing steel, epoxy coated - 60 tons · 55502-0000 Structural Steel, furnished, fabricated and erected - 292 tons · 55601-0900 Bridge railing, steel (Missouri TL-3) - 1000 lineal feet Option X work consists of three precast arch bridges spanning Shanty Creek on the West Van Duzen Road, Van Horn Gulch and South Fork Mad River on the Mad River Road. As these structures are replacements for existing bridge structures on the same alignment phased construction is required. Removal of the existing bridges structures is required intermediate to the new construction phasing. All three replacement structures are founded on cast in place reinforced concrete footings with cast in place reinforced concrete abutment walls. The precast concrete arch elements for two of the structures are 54 foot span with 10 foot rise, while one structure is a 60 foot span with a 12 foot rise. The project does include mechanically stabilized earth walls, grading, roadway aggregate and hot asphalt concrete pavement for bridge approach construction. Major items of work include: · 25501-1000 Mechanically tabilized earth wall, WWF faced - 2900 square feet · 55201-0200 Structural concrete, class A (AE) - 500 cubic yards · 55401-1000 Reinforcing steel - 35 tons · 60216-0000 Large precast concrete arch culvert (54 ft span x 10 foot rise) - 88 lineal feet · 60216-0000 Large precast concrete arch culvert (54 ft span x 10 foot rise) - 44 lineal feet It is anticipated that this project will be advertised in early November 2010 with construction beginning in May, 2011 and extending through October, 2011. Estimated cost for the base schedule and both options is $6.0 to $12.0 million.
