- The Colorado Army National Guard intends to award a sole source contract to immixTechnology, Inc. The award will be made for a Net Work Access Control (NAC) solution made by ForeScout Technologies. This procurement is being made pursuant to 10 USC 2304(c) 1 and FAR Part 6.302-1, for other than full and open competition: only one responsible source and no other supplies or services will satisfy agency requirements. Currently there are only 2 approved NAC solutions within the Army. Out of these two NAC solutions an extensive evaluation was performed to see which one would best fit the needs of the organization. After performing 6 months of evaluating different NAC solutions and also collaborating with other organizations in the Army utilizing a NAC solution, it was determined that ForeScouts NAC would be the most effective solution. Considerations into making this decision were; initial cost, residual cost, man hours spent in management of the device, initial set up, interoperability, and also impact on current network operations. In addition to being a cost effective solution ForeScouts NAC solution also delivers the ability to be an agent-less NAC solution that enforces port security through Simple Network Management Protocol (SNMP) Version 2, Version 3. This will mitigate having to install windows based clients on over 1350 computers. ForeScouts NAC solution is a centrally managed solution that can effectively provide port security for the state and if in the event of a system failure the device fails open which is critical to maintaining network operations on the COARNG network. To be in compliance with DoD Information Security Agencys security standards port level security is required. Failure to implement a proper port security solution that is cost effective for the organization will lead to failure in the DA Inspector General Inspection and also the NGB Installation Campus Area Network Accreditation for the COARNG. For these stated reasons, the ForeScout NAC solution is the only product that will meet the requirements of the Colorado Army National Guard. All interested sources must respond no later than 28 September 2010, 11am MDT. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
