- The NAVAIR Special Communications Requirements (SCR) Division, Patuxent River, MD has a requirement for software licenses. The Government contemplates a firm fixed price contract and intends to award on the basis of price and delivery date only. Clauses 52.212-1 thru 52.212-5 are applicable. All proposals received in response to this notice must be received by 11:00 pm Eastern Standard Time on September 24, 2010 to be considered. Lack of registration in CCR database will make an offeror ineligible for award.
