Description
This action has been awarded under the American Recovery and Reinvestment Act(ARRA) of 2009. In compliance with this Act, the Government posts this notice thatModification 000001 to Task Order NNJ10JD03T was issued under Contract NNJ09JE44C, theAircraft Maintenance and Modification Program (AMMP) Contract, to procure products andservices in support of Phase 2 Mod of a project for NASA's high altitude researchaircraft, the WB-57. Phase 2 Mod products and services to be provided under Modification000001: procurement and manufacturing of miscellaneous aileron parts not included in thehoneycomb panel, trim tab, and leading edge assemblies; procurement and manufacturing ofthe aileron assembly fixture; final assembly of the ailersons; and engineering work andmanufacturing of associated wing hardware. NASA/JSC has the only two WB-57s flying inthe world. This aircraft is a 40+ year old, highly modified aircraft used for upperatmospheric sampling and remote sensing. Servicing, repairing, and operating theseaircraft present daunting challenges. The AMMP Contract was awarded on a non-competitivebasis because only CSC has the management, engineering, and maintenance organizationscapable of working with critical payload, maintenance, and logistical idiosyncrasies ofthese aircraft. For manufacture/refurbishment of the ailerons, only CSC has the uniqueengineering knowledge of this aircraft to review existing drawings, develop wingcontours, solid modeling, and making detail drawings for the manufacture/refurbishment ofthe ailerons on the required schedule.This Modification to Task Order NNJ10JD03T wasissued under a cost-type arrangement in accordance with the contract. A cost-typearrangement is appropriate due to uncertainties involved in contract performance that donot permit costs to be estimated with sufficient accuracy to use any type of fixed-pricecontract. In addition, a cost-type contract was selected to provide the contractor thegreatest incentive for efficient and economical performance, given the types of servicesto be performed. The AMMP Contract has experienced personnel and documented performanceto mitigate the Government's risk. In order to meet the requirements of the Recovery Actin the most prudent business manner, within the time constraints imposed, the existingAMMP Contract is the most appropriate vehicle for the work required.
