Description

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION DUE TO SOLE SOURCE REQUIREMENT 1. REQUIRING ACTIVITY: Engineering, VA Sioux Falls, SD 2. CONTRACTING ACTIVITY: Sioux Falls VA Medical Center Contracting 3. PROPOSED ACTION: Sole Source procurement of the Barricade Project 4. DESCRIPTION OF REQUIREMENT: Provide all required equipment and labor for the Fabrication and installation of 4 Traffic Control "Swing Arm" barricades indicated within the statement of work. Barricade posts need to be installed in the ground below frost line, be cemented into place, with post either filled with concrete or be of solid construction. The Swing Arm shall be designed to enable activation by a single adult and adjusted to close against opposite stationary post. Third posted shall be installed with same locking arrangement to enable the gate to be secured in the fully open position. All gate functions need to be manually operated. 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: FAR 6.302-5 "Authorized by Statute" 6. NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: VA Veterans First Programper P.L. 109-461 7. DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: VA Medical Center Sioux Falls, Sioux Falls, SD has determined thru market research and past solicitations that the sole source use of Paradigm Construction for the project entitled, "Barricades" using Public Law 109 is in the best interests of the facility. Funding is presently available in NRM to fulfill this project. The funding must be spent this fiscal year and this project is a priority to get awarded before the end of the fiscal year. Paradigm Construction is a fairly new SDVOSB to the VA Sioux Falls and has demonstrated their ability to complete a project of this scope and size. The estimated contract amount is estimated at $20,000. Due to the small dollar value and need status it is in the best interest of the government to sole source this procurement to a contractor who has the ability to complete it timely. Fair and reasonable pricing will be determined by using inflation indexes and current Davis Bacon rates. Our review of the previous work was satisfactory and we are confident this project will be completed without problems. VAMC Sioux Falls currently has several SDVOSB's in the region showing interest in VA requirements. We have several projects at this time, and are trying to award contracts best fitted to the experience/abilities of each SDVOSB. VAMC Sioux Falls intends to continue supporting veteran owned business entities with the authorities granted under PL 109. Sole sourcing this project in an effort to build vendor capability in the area so that future requirements may be satisfied entirely within the area of veteran owned business. 8. CUSTOMER'S SUBMISSION OF PRICE ANALYSIS: Independent government estimate is $20,000 10.LISTING OF ANY SOURCES (IF ANY) THAT HAVE EXPRESSED AN INTEREST IN THIS REQUIREMENT: Due to the small estimated dollar value of this project a notice of intent to sole source is not required; however, the VA Sioux Falls intends to use our sole source authority under PL 109-461 to fulfill several low dollar value contracts. Each opportunity will be given to a SDVOSB that has the prerequisite capabilities to complete the work. 11. FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: Sole source awards are made to SDVOSB in our area.
