- Description
- NASA Goddard Space Flight Center (GSFC) has a requirement to continue GlobalModeling and Assimilation Office (GMAO) Scientific and Technical Support Services. Thissupport includes, but is not limited to: 1) scientific research and development support;2) development and maintenance of operational capabilities; 3) project management supportand 4) data analysis. Specific work elements within the above areas are described asfollows: provide comprehensive diagnostic, monitoring and evaluation tools for GMAOprediction models and data assimilation systems for applications including numericalweather prediction, climate analysis and prediction, observing system evaluation anddesign of new NASA satellite missions and significant technical input to NASAs instrumentteam algorithms.NASA GSFC intends to extend contract NNG06HX04C to allow adequate time for thecompetition of the follow-on contract for GMAO support services beginning January 1,2011. At this time, it is anticipated that a one-year extension will be from January 1,2011 through December 31, 2011. The extension is required to ensure uninterrupted supportand meet critical requirements and milestones until the follow-on competitive contract isawarded. While the competitive follow-on procurement is being conducted, ScienceApplications International Corporation (SAIC) must continue supporting criticalrequirements.This procurement action is being conducted on a sole source basis in accordance with 10U.S.C. 2304 (c) (1) Only One Responsible Source. SAIC possesses the unique andspecialized experience necessary to support the critical requirements until the follow-oncontract is awarded.The government does not intend to acquire a commercial item using FAR Part 12. See note26. Interested organizations may submit their capabilities and qualifications to performthe effort in writing to the identified point of contact not later than 4:30pm local timeon October 7, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based on responses to this notice, is solely within the discretion ofthe government.Oral communications are not acceptable in response to this notice.
