- DoDEA intends to solicit, negotiate and award a sole source procurement to STARLAB, Morris and Lee, Inc (DBA Science First/Wildlife Supply), 95 Botsford Place, Buffalo, NY 14216, (716) 874-0133 on an other than full and open competition basis, pursuant to Federal Acquisition Regulation (FAR) Part 6.302-1. The Department of Defense Education Activity (DoDEA) in support of its DoDDS-Europe, DoDDS-Pacific and Domestic Dependent Elementary and Secondary Schools (DDESS) has a defined requirement to procure Digital STARLAB Portable Planetarium SL222 Science Systems for its schools. STARLAB is a portable planetarium dome and projector system used to teach Earth Science and Astronomy standards in elementary, middle and high school classrooms within DoDEA via the use of animations and video presentations. ***DoDEA has standardized curricula developed exclusively for the STARLAB portable planetarium. Curriculum standards and specific lessions for the STARLAB components are alredy in place and there are teacher trainers for this product in all respective areas of operation.***Total requirement is approximately 50 each. The proposed contract will represent a commercial item acquisition awarded under justified non-competitive procedures on a firm fixed price basis utilizing FY 10 Operation and Maintenance (O&M) funds. The proposed contract is for a current fiscal year supply item buy and will not contain option periods. Delivery locations will include several school addresses within the USA, Europe, and the Pacific. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein must submit a written capability statement that clearly supports and demonstrates their ability to provide the items by 22 September 2010, 1200 a.m., Eastern Standard Time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted in accordance with FAR Part 12 and 13.5. Set-aside is not applicable to this effort. This announcement constitutes the only solicitation; quotes are not being requested and a separate written solicitation will not be issued.
