Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a small business set aside. This solicitation number is RFQ1741300 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for lodging and Conference Services. Specifically, the NINDS requires conference services and lodging amenities from July 8-15, 2011. A start time of 9:30 pm on July 8th and an end time of 1:15 pm (including lunch) on July 15th. A location more than 50 Miles but less than 75 miles drive from NIH, Bethesda, MD campus to afford a setting away from work distractions, yet within a reasonable commute. The location will be in a rural setting with a campus style atmosphere and no access to public transportation. The environment will offer a mix of indoor and outdoor venues with open space for extended breaks, physical activity such as walks, jogging, and bike rides. A facility whose space must include a large general session conference room, two small break out rooms, a common dining room and other intimate common areas for informal interactions in a self-contained building. Dining must accommodate group seating for all meals. Meals must be in a dining room setting and may be served by buffet, but not cafeteria, style. Meals must include a variety of health-conscious meals, including vegetarian options. Lodging for approximately 10 attendees on Friday, July 8, 2011 and 42 attendees with single occupancy for the remaining dates including breakfast/lunch/dinner, am/pm snacks, continuous breaks, and conference room. Guest accommodations in close proximity to each other. Guest quarters to include private baths, chair and desk for work study, ample floor space to accommodate additional chairs if needed. Breakfast, Lunch, Dinner, AM/PM snack on July 9-14, 2011 Breakfast, Lunch, AM snack on July 15, 2011 MEETING ROOMS Meeting rooms will vary from school or classroom style (for lecture sessions and note taking), conference style (breakout sessions for idea exchange) to banquet or round table seating style (graduation banquet). The contractor therefore must be able to provide conference facilities with flexible room settings. Specifically meeting rooms will be required from Friday through Friday. Board room facilities are required for a 15-person pre-conference meeting on Saturday Morning. On the major opening day (Saturday), one large meeting room will be required from approximately 3-7 p.m., as well as a room for a reception and group dinning. On Sunday through Thursday, one large meeting room must be available for the a.m. and in the p.m. one large meeting room and 3-4 smaller meeting rooms will also be needed. On Friday, the day that the workshop concludes, one large meeting room will be required for the a.m. only. AUDIO VISUAL Basic conference room resources such as electronic media, email services, T.V. production, CD formatting, as well as whiteboards, direct phone line, overhead and slide projector, and a podium with microphone. DEDICATED AUDIOVISUAL TECHNICIAN July 9-14 9am until 5pm July 15- 9am until 1:15 pm Business / Guest Services The conference site should offer conference supplies, computer access (capacity for at least 30 individuals), message, FAX, photocopy and photography services. Guest Amenities Due to the intensity of the conference curriculum, facilities such as an exercise room, swimming pool, jogging/walking trail and recreational lounge should be available to the participants for relaxation. Reporting Requirements The conference facility will provide the Government at least 4 weeks in advance of the meeting, the specific room assignments for general sessions, break-out rooms, and rooms for special activities, as well as the location of sleeping rooms and rooms for meals. Within 2 weeks of the termination of the workshop the conference facility should submit to the Government a detailed billing, indicating charges for each participant, special activity, meeting rooms, etc. Inspection and Acceptance Requirements The location of all-meeting spaces and special function spaces will be inspected and approved by the Government representative approximately 7 days prior to the scheduled date of the Summer Institute. Quotations will be evaluated on the following criteria: Past performance : three (3) similar functions in the past 3 years Adequacy of Facility: conference facilities, lodging, dining, location/setting Date/Time: July 8- July 15, 2011 Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
