- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested for the required items and no written solicitation will be issued. Solicitation number W911S7-10-T-0311 is issued as a request for quotation (RFQ).This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 dated 02 August 2010. This is procurement is a small business set aside under NAICS 423610 with a size standard of 100 employees. Ft. Leonard Wood MO requires the following items: CLIN 0004- 2 each SHIPPING. FOB: Destination. Delivery Location: Directorate of Public Works, DPW Janet Vinyard, Environmental Division, 1334 1st Street, Building 2101, Fort Leonard Wood, MO 65473-5000. CLIN 0005- 2 each MICRO GRIDTIE SYSTEM. This is a pre-packaged kit that includes: 24-Sharp ND 224UCI 224W Solar Module, MC4; 24-Enphase M190 Micro Inverter, 240VAC for MC4; 2-Enphase Install Kit, AC Branch Circuit; 1-Multi-contact MC4 Unlocking Tool. Array size is 5,376 watts micro-inverter gridtie system (5,376/4,742 STC/PTC). Based on 5-hr sun per day, monthly output is up to 711kWh. Solar Panels: Must be gridtied, intergrated, pre-packaged, solar array system that has panel paired with its own microinverter; must be American made panels, polycrystalline solar modules; module efficiency of 13.74%; made to be durable, tempered glass, EVA laminations and weatherproof backskin; advanced surface texturing that increases light absorption and improving efficiency; 25-year limited warranty; must be at least 224 Watts per panel, 8.33 A, 29.3 volts; suitable for commercial and residential gridtie applications, they also work in ground-mounting arrays. Microinverters: Must be resilient to dust, debris, and shading; performance monitoring per module MTBF of 331 years; no single point of system failure; system availability greater than 99.8%; quick and simple design, installation and management; 24/7 monitoring and analysis. FOB: Destination. Delivery Location: Directorate of Public Works, DPW Janet Vinyard, Environmental Division, 1334 1st Street, Building 2101, Fort Leonard Wood, MO 65473-5000. CLIN 0006- 48 each ROOF MOUNTING SYSTEM RACKS. Mounting System: Must be compatible with solar panels; must support footing up to 120 inches apart; must includea tilt-up option to change angle of panels; must include all required parts for installation including stand-offs, L-feet, panel clamps, grounding clips, splice bars, and tilt legs; must be PE certified. MFR: Sharp Module Inc. Model: Iron Ridge XRS. FOB: Destination. Delivery Location: Directorate of Public Works, DPW Janet Vinyard, Environmental Division, 1334 1st Street, Building 2101, Fort Leonard Wood, MO 65473-5000. This acquisition is a Brand Name or Equal in accordance with FAR 52.211-6. Products model numbers are offered as an example only. Vendors must quote the brand name or the equivalent of the brand name to be considered for award. To be considered for award offerors of equal products must meet all of the salient characteristics listed above. Vendors must clearly identify the offered item by brand name, make or model number, provide descriptive literature such as illustrations; specification sheets that clearly demonstrate that the offered item meets the salient characteristics listed above. Vendors must clearly describe any and all modifications to the offered item that will make it conform to the salient characteristics listed above. The contracting officer will evaluate equal products on the basis of the information provided by offerors. Unless the offeror clearly indicates in its quote that the item being offered is an equal product the offeror shall provide the brand name item specified in this solicitation. Basis for award is the vendor offering the lowest evaluated price for items conforming to the salient characteristics specified for each item.
