DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs Puget Sound Health Care System, Seattle Division. 2.Description of Action: This is a request for other than full and open competition for the procurement of Toolbook 10 maintenance and support from SumTotal Systems.) SumTotal Systems, Inc 110 110th Ave NE Suite 700 Bellevue,WA 98004 1-800-448-6543 3.Description of Supplies or Services: ToolBook 10 upgrade provides customers in the healthcare industry a cost effective rapid development environment to online learning content, assessments, certification and meeting all the compliance requirements This tool is heavily used by CAC's needed for development and maintenance of clinical training materials. 4.Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; (X) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: IAW 6.302-1 and 41 USC 253(c) 2. Support and Maintenance for this product expires on 9/30/2010. Failure to ensure continued service will have a significant impact on completion of training requirements for medical center staff which could ultimately affect patient care. 6.Actions to Promote Competition: In the future, the contracting specialist will conduct market research for any new vendors that offer this service. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $3,283.50. Previous PO 663-Q00388, 12 Oct 2009, $2,785.00 was for similar service. The price has been determined to be fair and reasonable. 8.Market Survey (FAR 10): None.
