Description
The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting quotes under Solicitation Number VA-786A-10-RQ-0168 for the following: This is a design-build construction project for abatement, renovation and electrical upgrade of the Maintenance Building located at the Cypress Hills National Cemetery, Brooklyn, NY. The contractor shall provide all labor, equipment, material and supervision necessary to provide a complete design package and resultant necessary technical labor, equipment, and material to abate all lead and asbestos in the Maintenance Building, then renovate the existing office/bathroom space and upgrade the electrical service in accordance with all contract specifications, schedule, terms, conditions and any NCA approved designs. COST MAGNITUDE: The magnitude of this project is between $25,000 and $100,000. CONTRACT DURATION:Work shall be completed within 180 calendar days from start to finish after the Notice To Proceed has been issued. NAICS CODE: 236210SMALL BUSINESS SIZE STANDARD: $33.5M METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsive, responsible service-disabled veteran-owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Quotations (RFQ) details and specifications may be accessed ONLY via FedBizOpps at www.fbo.gov. No telephone requests will be accepted. The solicitation will be available as stated above, on or about the close of business, Monday, September 20, 2010. SOLICITATION AMENDMENTS:Amendments to the solicitation will be uploaded to www.fbo.gov. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. SITE VISIT: A site visit is recommended but not mandatory for interested bidders. Site visits may be arranged by contacting Mr. William Rhoades at 631-454-4949-ext.110. QUESTIONS: Any questions should be sent by 3:00 p.m., E.D.T, on Wednesday, September 22, 2010 via email or facsimile and addressed to Charisse James, Contracting Officer in writing at charisse.james@va.gov or 202-565-4944, respectively. All questions shall reference Solicitation Number RFQ VA-786-10-RQ-0168. SUBMITTING QUOTES: When submitting quotes to the Department of Veterans Affairs, National Cemetery Administration, Construction Support Division (41D3B), 810 Vermont Avenue, NW, Washington, DC 20420 it is highly recommended that an overnight service is utilized. There are unusual long delays associated with the delivery of US Postal Service first class and/or priority mail to Government offices located in Washington, DC. The Government will not consider untimely quotes delivered and received after the solicitation's response date and time. Quotes are due by 3:00 p.m., E.T. on Monday, September 27, 2010 unless the Government issues an amendment to change the due date. Electronic quotes will be accepted and shall be sent to Charisse.James@va.gov. The subject title of all electronic quotes shall indicate the following: Quote - VA-786A-10-RQ-0168, Cypress Hills National Cemetery. BIDDER'S MAILING LIST:Interested parties should register for the Bidder's Mailing List at www.fbo.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared, maintained, or distributed by the Contracting Officer.
