Description
SCA Wage Determination Performance Work Statement (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This Request for Quotation (RFQ) is issued as solicitation, FA2517-10-T-6106. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-45. (iv) This acquisition is procured as a 100% small business set-aside. The NAICS code for this requirement is 423690, other electronic parts and equipment merchant wholesalers. The size standard is 500 employees and a single award will be made as a result of evaluation of quotes. (v) The attached Performance Work Statement (PWS) is being procured as a 100% Small Business Set-Aside. (Please see attachment "Performance Work Statement" for description of requirement.) (vi) The requirement is a Public Address System per the attachment "Performance Work Statement." (vii) Commercial items shall be priced as FOB destination to Peterson AFB, CO. Performance Period is 75 days from contract award to delivery and install and three one year option maintenance periods. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. (JUNE 2008), applies to this acquisition. All companies must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. All companies must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. The Government will not provide contract financing for this acquisition. (ix) The provision at FAR 52.212-2(a) Evaluation--Commercial Items (a) (JAN 1999), applies to this acquisition. Evaluation will be based on lowest price meeting minimum technical specifications IAW Performance Work Statement, paragraph 1.1.3. Contractor shall submit a technical approach and design meeting the minimum requirements of the Performance Work Statement, paragraph 1.1.3. Submission shall not exceed 10 pages to include itemized list of equipment. A site visit will be held on Peterson AFB, CO at 10:30 am MST on 23 September 2010. Due to increased security requirements, notification of attendees to the contracting officer is required NLT 21 September 2010 by 2:30 pm MST. The required information must be submitted via email. Information needed on each individual to attend the site visit is as follows: Full Name, company represented, date of birth, place of birth, and last four of social security number. (x) The provision at FAR 52.212-3, Offeror Representations and Certification--Commercial Items (AUG 2009), applies to this acquisition. All vendors must be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov)) at the time of Quote submittal. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (JUNE 2010), applies to the acquisition.
