Description
The purpose of this Request for Information (RFI) is to conduct market research, and develop an interested bidders list to formulate a comprehensive acquisition strategy to support the procurement of The Commandant s Own, United States Marine Drum & Bugle Corps (D&B) ceremonial dress uniform requirements. This includes the manufacture of Scarlet Coats, Baldrics, and Mace items used by the D&B and Drum Major. The D&B is stationed at Marine Barracks, Washington, D.C., and performs before thousands of spectators throughout our Nation and abroad each year. Due to the amount of performances the unit does each year, the uniforms have neared the end of their service life, and we are trying to identify vendors who are willing to participate in the USMC certification program in order to be able to manufacture the ceremonial dress uniforms. Vendors responding to this RFI will be invited to view the ceremonial dress uniforms at Marine Barracks Washington, 8th & I, STS, SE Washington, DC 20390 on 20 October 2010. Scarlet Fabric Details: The fabric specifications are contained in MIL-C-2115. Marine Corps Scarlet is 100% Tropical Wool, 10.5oz Shade 2502. The red coat's scarlet fabric specifications are governed by MIL-DTL-82 172D (MC) for Drum and Bugle Corps Drum Major and Director and by MIL-DTL-82 156 (MC) for all other members. All of the military specifications can be found on the Date Base of military specification: https://assist.daps.dla.mil/online/start Scarlet Coats: The Marine Corps has developed a Certification program that allows all uniform manufacturers the ability to become a certified vendor for the Marine Corps. The information for certification is available at the Program Manager, Infantry Combat Equipment. The PMICE official website is located at the following link: http://www.marcorsyscom.usmc.mil/sites/pmice/Clothing.asp . This website will provide additional information pertaining to the certification program. The interested vendors shall refer to the Quality Assurance Certification Program Technical Manual, Jan 2004. TM 10120-15/2. The point of contact for additional info on becoming a Certified Vendor is Mr. Miguel Reis at (703) 432-5254. For the Baldrics and Mace: No MILSPECS exists. These designs are copyright protected by the Institute of Heraldry. Drawing and reproductive rights will be provided to responsible Vendors during the solicitation. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance directly related to the stated objectives, and (2) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact telephone number or e-mail address. Responses are due by 2:00 PM, EST on Friday, 01 October 2010. Please submit e-mail responses to Alan Bergman at e-mail address Alan.Bergman @usmc.mil. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exist at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
