THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. Based on capability statements received from this announcement, this acquisition may be solicited as a 100% Small Business Set-Aside or as a full and open competition. All Small Business Concerns, including 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business are encouraged to respond to this notice. The U.S. Department of Health and Human Services (DHHS), Program Support Center, Division of Acquisition Management intends to issue a solicitation in the future on behalf of the DHHS, Office on Women’s Health. The Division of Acquisition Management is seeking capability statements from organizations with the core capability to establish and implement the National Office on Women’s Health (OWH) Leadership Institute Program, specifically establish and implement an OWH Leadership Institute. The Leadership Institute will focus on educating and training Community Health Workers (CHWs) to assume higher level leadership roles and to effectively use public health systems approaches to address health disparities in their communities. The following tasks, at a minimum, are anticipated: 1) Establish an initial cadre of Training Teams for the Leadership Institute; 2) Train a selective group of CHWs from four (4) regions; 3) Provide post-training support to the trained CHWs to help them successfully implement a community project; 4) Evaluate the effectiveness of the Leadership Institute components, and 5) Provide logistical and travel support for one (1) stakeholder work group meeting. Interested parties must submit capability statements addressing all of the following: (1) The Contractor’s awareness and understanding of the complex issues alleviating health disparities in under- served communities as well as the role of culture, economics, and other barriers that impact achieving optimal health in these communities. (2) The Contractor’s experience with and ability to manage similar or related contracts; (3) The Contractor’s understanding of critical issues related to planning, developing, implementing, and evaluating women’s health leadership training programs; (4) The Contractor’s experience and skills in handling travel and meeting logistics. The capability statement shall be in sufficient detail such that the Government can determine the capability of the firm. Please note that failure to specifically address each of these areas in your capability statement may affect further consideration of your capability to successfully perform the requirement.
