- The National Park Service, WASO WCP Denver Contracting & Procurement Office intends to award a sole source contract to GANS & PUGH Associates Inc, 690 CTR St Ste 201, Herndon VA, 20170-5019. The NAICS code is 334310. The anticipated award will be made under the authority of 10 U.S.C 2304(c)(1) or 41 U.S.C. 253(c)(1); FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is not a request for proposal (RFP). No RFP will be issued based upon this notice of intent. No substitutes are being requested. Any responses to this notice of intent will be reviewed and used for future competition. JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION Identification of Agency: The National Park Service, WASO WCP Denver Contracting & Procurement Office, PO Box 25287, MS WCP Denver CO 80225 intends to issue a firm fixed price purchase order Nature and/or Description of actions being approved: The nature and description of the items being procured are covert antenna, INCA body, INCA com tri-band, INCA Streetfighter II, X-IDER RCM, switch box, INCA repeater, Freja Standard Kit, Feja Camera Buttonhole, Freja Camera Pinhole, and Freja Camspliter. These items are required to enhance the Spectronic covert audio system that is a part of the Sepctronic INCA Hybrid TXFH-RC Covert Audio Transmitters. The anticipated estimated cost is $34,000.00. Description of supplies required to meet the agency's needs (including estimates): The intended use is to conduct safe and effective criminal investigations by the United States Park Police, Criminal Investigations Branch. Identification of the statutory authority permitting other than full and open competition: The statutory Authority is 10 U.S.C 2304(c)(1) or 41 U.S.C. 253(c)(1); FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: The contractor's unique nature of the items required creates the use of this authority. Other products found are not compatible with the already existing items provided by GANS & PUGH Associates. By purchasing these items the Park Police will be able to better use the Spectronic equipment to its full potential. Description of efforts made to ensure competition: The contracting office intends to conduct market research in the future to remove or overcome any barriers to competition. Market Research: Minor Market Research was conducted. Internet searches were conducted. Other contractors reviewed had similar parts but they were not compatible with the already existing components. A GSA Advantage internet search was conducted with no results. GANS and PUGH's website provided information on defense contracts; year purchased and total dollar amounts. A price list was provided by GANS and PUGH Associates. Anticipated cost to the Government: The anticipated price will be determined fair and reasonable Interested Sources: An interested source is GANS & PUGH Associates at 690 CTR St Ste 201, Herndon VA, 20170-5019.
