Description
The Air Armament Center, Contracting Division, Eglin AFB, Florida intends to solicit, negotiate and award a firm-fixed price contract for a Fuel Systems Shadow Stands. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The announcement number is F1T2AW0239A001. The North American Industry Classification System (NAICS) code for this acquisition is 336413 with a small business standard size of 1000 employees. Please identify your business size in your response based upon this standard. This is a small business set-a-side The item is to be delivered FOB Destination to 33 MXG/CCR, 1107 Nomad Way, Bldg 1326, Ste 16, Eglin AFB, FL 32542. The Detailed Breakdown of Requirements for Fuel Systems Shadow Stands consists of the following items: 1. Purpose: The purpose of this document is to give specific details for the design and building of a stand set for use in the repair and maintenance of the F-35 Joint Strike Fighter during Fuel Systems Repair. Design and construction shall meet standards set forth in Technical Order 1-1-3 and all other Technical Data and Instructions deemed appropriate by the end user, 33 MXS Fuel Systems Repair Section Chief. 2. Design: The intended use of this stand set is two-fold; first it is to act as fall protection and eliminate the need for an overhead harness system, second it is to ease maintenance and increase efficiency. The stand set will need to be similar for both left and right side of the aircraft. This document, however will, discuss one side only. 2.1 The stand shall be in two sections. The first ( Section A) shall encompass the aircraft from 2 feet forward of the canopy continue to the forward wing root, encompass the leading edge of the wing, encompass the wing tip. The second (Section B) shall continue back along the trailing edge of the wing, finally meeting the fuselage at the aft wing root. 2.2 Section A shall be level with the wing. Section B shall be of a height to be able to fit underneath the wing yet must not allow a member to fall more than four feet should the member fall from the top of the wing. Both sections shall include the ability to adjust the height of the stand to allow for customizing to each aircraft. 2.3 The side of each section not exposed to the aircraft shall be surrounded by railing that includes a 4 inch toe kick plate and an 18 inch metal mesh screen. Along the edges of each section exposed to the aircraft there will be padding of the proper cushioning material to prevent damage. 2.4 The deck of both sections will be of a solid heavy duty metal. There shall be space on the work deck of Section A to allow for a floor mounted tool box. 2.5 Both sections will be mounted on large locking casters to allow for ease of movement. Both sections shall be equipped with stabilizer legs that will raise the stands off of the casters once in place. 2.6 Section A shall incorporate stairs leading from the hangar floor to the work deck made of a heavy duty metal material. 2.7 Section A shall be provided with a storage area on the ground level enclosed with a coated chain link material with an access point that is capable of being secured. 2.8 Section A will provide a system to illuminate the underside of the aircraft with intrinsically safe lighting. 2.9 Both sections must have the ability to be electrically bonded together and grounded for dissipation of static electricity. They shall be equipped with standard USAF grounding and bonding reels consisting of reels with gator clips and bayonets. 2.10 Section A will be equipped with a personnel static grounding plate made of copper zinc or zinc coated material at the entrance to the stairs 3. Materials: Materials will be of aluminum and or steel. Will consist of extrusions, flats, tubing, decking metal screen and handrails. 4. Qualification: It is preferred that the company awarded this contract have at least 5 years of experience, building aircraft maintenance stands for fighter type aircraft.
