Description
TITLE: Provision of Latin American Shorebird Biologists to Western Hemisphere Shorebird Group (WHSG) meetingLOCATION: Requires use of internet and other forms of networking necessary to communicate with potential Latin American shorebird biologists, arrange travel logistics (including tickets, visas, etc.), and deal with logistical arrangements for participation in WHSG conference. NAICS Code 541690. Small business size $7.0M. Procurement under authority of the commercial test program for commercial items. BACKGROUND/HISTORY: In February 2006, shorebird biologists decided formed the WHSG during the 1st Shorebird Science in the Western Hemisphere Meeting in Boulder, Colorado. The range of participants expanded greatly when the second meeting of the WHSG took place in Venezuela in May of 2007, and when the third meeting that took place at the Hotel Playa Mazatln in Mazatln, Mexico between 9 and 13 March 2009. WHSG plans the 4th meeting of the Western Hemisphere Shorebird Group at Vancouver, British Columbia, between the 11 and 15 August 2011. The purpose of the meeting is three-fold and includes science, management and outreach. The science agenda hopes to: 1) bring together biologists studying breeding, staging and wintering shorebirds throughout the Western Hemisphere in one location, 2) promote information sharing on methodologies and study design among biologists working on different shorebird species, 3) to promote range-wide studies of shorebirds by fostering collaborations among biologists interested in particular species, 4) integrate science into the implementation of various shorebird conservation plans, and 5) to generate enthusiasm among the shorebird community to conduct additional studies of shorebirds in the future. Vendor qualifications: USFWS requires a vendor to identify biologists that will contribute to the meeting and bring information back from the meeting to their country. To identify these biologists, the vendor must know a great deal about shorebirds throughout the Western Hemisphere, where they breed and winter, and who works on these species. Further, the vendor must be able to arrange logistics (travel, hotels, visas) and provide funding to Latin Americans to attend. Vendor shall provide three references who can verify vendors relevent past performance and experience. Provide letters of reference and contact information for references. SCOPE: The contract price shall include identification, travel arrangements and passage for at least 12 but up to 20 Latin American shorebird biologists to participate in the Western Hemisphere Shorebird Group Meeting to be held in Vancouver, British Columbia, between 11 and 15 August 2011. DELIVERABLES/SCHEDULE: The vendor will provide the following services and products: 1.By 30 October 2010, advertise and solicits applications for potential applicants to attend the meeting the Western Hemisphere Shorebird Group meeting. Work shall proceed upon award to seek and identify biologists of the Western Hemisphere (in Spanish, Portuguese and English language via the internet and other network sites), The vendor shall publish opportunity for participation and travel for those with expertise in the subject of western hemisphere shorebirds of their respective area. 2.Review and subcontract or otherwise obtain participation of at least 12 but up to 20 applicants for participation in the conference by 1 June 2011. It is essential that a vendor identify biologists with expertise of Western shorebirds and the ability to subsequently promote the agenda of the conference.
