- INTRODUCTION: The Alliance for Sustainable Energy, LLC, contractor to the United States Department of Energy for the management and operation of the DOE’s National Renewable Energy Laboratory (Alliance/NREL) is seeking between 25 to 75 acres of land to install and test wind turbines for wind energy research and development. All wind turbines, meteorological (met) towers, and testing equipment will be removed from the parcel(s) upon termination of the lease(s) and support foundations will be removed as a part of planned reclamation. However, Alliance/NREL would prefer to abandon in place any additional infrastructure improvements (power lines/communication lines/roads) necessary to accomplish the wind energy research and development. Alliance/NREL may award up to three (3) different ground leases to satisfy this requirement, however no parcel(s) smaller than 25 acres will be considered for award. Alliance/NREL anticipates entering into ground lease(s) for wind energy research and development commencing Spring/Summer 2011 for a period up to five (5) years. Alliance/NREL is issuing this sources sought notice as a call for all available parcels that meet the below listed requirements. Respondents should provide sufficient and thorough information in the response to avoid a determination that the parcel(s) do not meet the listed minimum requirements. REQUIREMENTS: The following minimum location and attribute requirements must be met for offered parcel(s) to be considered: LOCATION REQUIREMENTS: 1. Offers must be for available parcel(s) within twenty (20) miles of the NREL National Wind Technology Center (NWTC) facility located north of State Hwy 93 at 18200 State Hwy 128 Boulder, CO 80303. ATTRIBUTE REQUIREMENTS: 1. Parcel(s) must be at least 25 acres of contiguous land. 2. Entire parcel must have relatively flat terrain. 3. The parcel(s), and adjacent property(ies), must not have improvements taller than one story or have other obstructions to wind turbine functionality. NOTE: Exceptions may be considered if taller improvements or obstructions are situated at the east, north, or south margin of the parcel(s). Offered parcel(s) will be evaluated and scored based on the following criteria (criteria are not listed according to weight): 1. Proximity to power facilities and capacity of power facilities. 2. Proximity to communication lines. 3. Road access for large items transport. 4. Number of easements necessary to bring power, communications, and roads to the parcel(s). 5. Suitability of terrain for turbine and met tower installation and removal. 6. Need for site calibration to determine wind speed measurements (required for less flat terrain). 7. Environmental issues (protection of endangered animals, limits on ability to disturb soil, etc.) 8. Extensive reclamation requirements (required removal of infrastructure improvements). 9. Proximity to the NWTC. 10. Rental rate. 11. Proposed joint use for maximum utility of the parcel(s) and reduced rental rates (farming, ranching, or other joint uses that do not interfere with wind turbines and met towers.)
