Description
1. Contract Information: a. General. Indefinite Delivery, Indefinite Quantity Architect-Engineer (A-E) services contract is being procured in accordance with the Brooks Act (Public Law (PL) 92-582) and implemented in the Federal Acquisition Regulation (FAR) Subpart 36 for Cannon Air Force Base New Mexico Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This announcement is open to all firms that provide Professional services of an architectural or engineering nature, as defined by applicable State law, which the State law requires to be performed or approved by a registered architect or engineer. The initial contract anticipated to be awarded about 1 Dec 2010. It is anticipated that two contracts will be awarded from this announcement with an estimated total amount of each contract of $5,000,000 each and each contract will have 1-year base period and four (4)one -year option period. A Minimum Guarantee amount of $5,000 will apply to the base period only. That portion of the $5M not obligated in the base year will be rolled over into the option period. Individual delivery orders may not exceed $150,000.00 each. b. Contract Award Procedure: The proposed services will be obtained by a Negotiated Firm Fixed Price contract. To be eligible for award, a firm must be registered in the Central Contractor Registration (CCR) online database. Register via the CCR internet site at http://www.ccr.gov. c. Nature of Work These services include Title I A-E services for selected architectural projects located at Cannon AFB and Title II services, project management and inspection, land surveying, soils testing, or drafting services at the option of the Government. Projects may include new construction, additions, alterations, maintenance and repair or combinations thereof. DOD's policy for selection of A-E firms is not based on competitive bidding procedures, but rather upon the professional qualifications of the firm as indicated by selected evaluation criteria. Selection for up to two (2) contracts will be based on the following evaluation factors, to be considered in descending order of importance: a) Experience on projects defined as Title I/II services generally described above; b) Technical qualifications of staff and particularly of the design team; c) Location of firm in relation to Cannon AFB - only firms with local offices or willing to establish a local office within 30 days of award will be considered; d) Ability to produce a well coordinated design and complete accurate plans and specifications. Only firms with multi-discipline staff including, as a minimum two of the following: architect, civil, structural, mechanical, or electrical engineering disciplines will be considered; e) Ability to start work and complete design within a tight schedule; f) Ability to design within budget; g) Knowledge of DoD and USAF criteria; h) Present workload of firm; i) Total dollar volume of recent DoD contract awards. Firms desiring consideration shall submit their current SF 330, Architect-Engineer Qualifications; Part II, General Qualifications, to include information on firm principals as well as on proposed subcontractors. Participation by minority, service disabled veteran and woman-owned business enterprises is encouraged. Only firms submitting the listed documentation will be considered. The old forms SF 254 and SF 255 are obsolete and will not be considered. Documents should be submitted to the 27th Special Operations Contracting Squadron/BFLT, Attn: SSgt Kendra Strnad, 110 E. Sextant, Cannon AFB, NM 88103-5321, and be received not later than close of business (1600 hrs Local) 15 October 2010. Submittals received at Cannon AFB after this date and time will not be considered. Firms desiring consideration shall submit appropriate data as described in Numbered Note 24. Up to two (2) contracts will be awarded as a result of this advertisement. All responsible sources may submit their qualifications, which shall be considered. This is not a Request for Proposal (RFP).
