- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION DOCUMENT THAT WILL BE PROVIDED WITH RESPECT TO THIS REQUIREMENT. VENDORS INTERESTED IN PROVIDING THE REQUIRED EQUIPMENT MUST RESPOND TO THIS NOTICE WITH A PRICE QUOTATION AND TECHNICAL INFORMATION ABOUT THEIR PRODUCT TO BE CONSIDERED FOR AWARD. Award will be made using simplified acquisition procedures in accordance with FAR part 13. No telephone requests for further information about this requirement will be accepted, and any questions about this notice should be sent by e-mail to the Contracting Officer at Elizabeth.Youse@va.gov Because of the urgency of this requirement, questions should be submitted not later than September 21, 2010. Vendors desiring to provide a quotation in response to this notice must provide a firm fixed price quotation, together with information describing the ability of the equipment and services provided to meet the required technical specifications below (technical specifications for proposed products may be provided by referencing the website where product specifications may be found). The government expects to award a purchase order for this requirement to the vendor whose proposed equipment and services best satisfy the VA requirements, provided that the proposed price is determined to be fair and reasonable. This requirement is set aside for small businesses. The applicable NAICS for determining business size is 334510 and the small size standard is 500 employees. The vendor selected to provide this requirement must make a signed representation to the effect that it is a small business concern or must have a current representation to that effect in the online representations and certifications system (ORCA) http://orca.bpn.gov This is a brand name or equal requirement for a BrainAmp DC 64 channel system (BP-01110), acticap 64 channel active electrode system (BP-04201), Brain Vision recorder professional fully featured EEG recording software (BP-00010), analyzer demo pack and training (BV-0020). The salient characteristics of this brand name equipment and services that a proposed "equal" item must meet in order to be acceptable for award are as follows: (1) EEG system must have active impedance check on electrodes; (2) must be able to precisely measure the impedance of electrodes and set all to the same level; (3) headcap application time must be 30 minutes or less; (4) must have input noise [ µVpp] of ? 1 and Input Impedance [M?] of 10/10000; (5) headcap must be comfortable for extended studies lasting up to 3 hours done on stroke patients; and (6) vendor must be able to provide technical support within 24 hours of a request. Submitted quotations shall include the RFQ number, the proposed pricing for the required items (which must include training priced at a fixed daily rate, and be inclusive of shipping of all equipment required), proposed delivery timeframe, company name and point of contact (address, phone number, fax number or e-mail address), tax identification number, DUNS number, and business size representation. Delivery is to be made to the Baltimore VA Medical Center, Baltimore, MD.
