- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Fort Bliss Directorate of Contracting is releasing this combined synopsis/solicitation electronically only. This announcement constitutes the only solicitation. The solicitation number is W911SG-10-T-0403 and is issued as a request for quotation. Proposals are being requested and a written solicitation will not be issued. This procurement is Unrestricted and the Applicable NAICS code is 312111 Soft Drink Manufacturing and the size standard is 500 employees. The Mission Installation Contracting Command Directorate of Contracting, Fort Bliss, TX 79916 intends to award a firm-fixed price type contract. All questions must be in writing and received by the Contract Specialist no later than 12:00 pm Mountain Standard Time Sept 17, 2010. No telephonic request will be entertained. All responses to questions will be posted by way of an amendment to this combined synopsis/solicitation to the FEDBIZOPS and ASFI websites. Any other official may disqualify the offeror from submission of a quote. Request for quote (RFQ) to provide PURCHASE AND DELIVERY OF SOFT DRINKS TO WILLIAM BEAMOUNT ARMY MEDICAL CENTER, FORT BLISS, TEXAS This requirement includes clause: 52.232-18 Availability of Funds. Availability of Funds (Apr 1984): Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of clause) CLIN 0001: 20 OZ BOTTLE SODA QTY: 2,400 CASES Regular, Diet, Caffeine Free, water, assorted ice tea flavors and assorted fruit flavor soft drinks. Customer will have final approval of soft drink flavors prior to delivery. CLIN 0002: 15.2 OZ BOTTLE JUICEQTY: 1,550 CASES 100% fruit juices (various flavors). Customer will have final approval of soft drink flavors prior to delivery. CLIN 0003: 3 GALLON SOFT DRINK IN A BAGQTY: 228 GALLONS Regular, Diet, Caffeine Free, water, assorted ice tea flavors; various flavors of lemonade and assorted fruit flavor soft drinks. Customer will have final approval of soft drink flavors prior to delivery.CO2 included. CLIN 0004: 5 GALLON SOFT DRINK IN A BAGQTY: 3,400 GALLONS Regular, Diet, Caffeine Free, water, assorted ice tea flavors and assorted fruit flavor soft drinks. Customer will have final approval of soft drink flavors prior to delivery. CLIN 0005: 1 GALLON JUICE IN A BAGQTY: 965 GALLONS. 100% fruit juices (various flavors). Customer will have final approval of soft drink flavors prior to delivery. CO2 included. CLIN 0006: EQUIPMENT, Installation will be in accordance with Statement of Work. The following clauses apply to this acquisition: CLAUSES: FAR 52-212-1, Instructions to Offerors-Commercial is incorporated by reference and applies to this acquisition. Offers will be evaluated in accordance with 52.212-2 Evaluation -- Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price; (2) Technical capability of the items to meet the Government requirement; (3) Past Performance. Technical capability and past performance, when combined, are approximately equal to price. The contractor is responsible for ensuring that all applicable employees have completed antiterrorism awareness training and shall certify that their workforce has completed the training through the submission of completion certificate(s) to the Contracting Officer and the Contracting Officer's Representative (if appointed) within five working days after contract award or prior to access to a Federally-controlled installation or information system. (b)In the event that the automated system at hUps.1/atlevel l.dticmillatl is not available (e.g., server problems), Level I AT Awareness Training can be provided by a qualified instructor. However, if the training is not completed online, the Level I AT Awareness Instructor qualification must be coordinated with the Installation Antiterrorism Officer (or Installation Security equivalent) and the resultant name(s) of approved instructors shall be provided the contracting officer or designee along with all associated cost or schedule impacts to the contract. (c)Antiterrorism performance (Level I AT Awareness Training attendance and compliance) may be documented as a performance metric under the resultant contract, and be part of past performance information in support of future source selections.
