Description
This announcement is a brand name or equal request for quotes and any quotes received must meet the specifications listed below for CDD array UV/Vis/nIR spectrophotometer for researching of fabrication and deposition of nanoparticles based on a supercritical fluid (SCF) carbon dioxide process. This system must meet the following specifications: Spectral range from 190 nm to 980 nm, with a wavelength resolution accuracy of ± 1 nm. The spectrophotometer must include all necessary detectors and sources for the specified wavelength range. The spectrophotometer must be designed to work with fiber optic cables for the specified wavelength range. Two fiber optic cables that are each two meters in length need to be included with all the necessary optics and connections to work with the spectrophotometer. Control software must be included and be compatible with standard commercially available computers. The system must include High Pressure Reactor for supercritical fluid carbon dioxide processing experiments. The High Pressure reactor chamber must be made of stainless steel and capable of withstanding internal pressures from 1 atm to 350 atmospheres, and temperatures from 40 °C to 65 °C. The internal sample chamber volume must be 1 inch in diameter and 0.8 inches in height. The high pressure reactor has to be composed of two parts that are screwed together, with a Teflon o-ring seal, such that the internal sample chamber is accessible for loading in various substrate materials. The CO2 gas inlet into the side of the chamber is required to be a 1/8 inch NPT fitting with a 0.314 inch through hole. The CO2 gas outlet is required to be 90° from the inlet in the vertical direction with respect to the sample chamber. It is critical that the outlet passage is 0.354 inches in diameter so that there is a path length of 9 mm between the fiber optic cables from the spectrophotometer that intersect this gas outlet passage. The precision alignment of the two fiber optic cables is critical and needs to be tested and demonstrated before delivery of the equipment. The fiber optic cable inputs also need to be 1/8 inch NPT fittings. The sample chamber also needs a thermocouple for measuring temperatures inside the high pressure reaction chamber. This thermocouple needs to be a rugged 304 SS design, sealed pipe plug thermocouple probe with strain relief spring. The thermocouple probe needs to be a J-type thermocouple and have 1/8 inch NPT mounting threads. A second thermocouple is required in conjunction with a heater stage built into the base of the high pressure reactor unit. This thermocouple will be used to control the heating of the reactor unit from room temperature to 65 °C, and a temperature controller is required to be included with the system with a control accuracy of + 0.1 °C. All high pressure reactor unit designs need to be preapproved before construction. This solicitation is a request for quotations. All quotations shall indicate how produce proposed meets the specifications above in order to be considered. Pricing for shipping must be included and clearly stated in the quote. This RFQ is issued under simplified acquisition procedures. The size standard for this effort is 500 employees. NAICS 333314. FOB: destination. Payment Terms Net 30 days: Evaluation of Award will be based on overall Best Value to the Government. ATTN: The following clauses and provisions apply: 52.212-4 Contract terms and conditions - Commercial Items 52.212-5 Contract terms and Conditions required to implement statutes or executive orders - commercial items 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items Wide Area Workflow.
